Re: [802SEC] +++ 10-day EC Email Ballot +++ Approval of Liaison to 3GPP +++ Early Close

Dear Paul,

I’m not suggesting a delay or trying to undo the motion. What’s done is done. I’m just requesting that we do it the right way in the future.

Regards,

Pat

Pat,

I made the call to have 802 host of a coexistence workshop with 3GPP and the stakeholders during face-to-face discussions with the interested parties at the 802 wireless interim session.  The cost would not have been significant, less than $5,000, and I will ask for approval for the expenditure at the 02JUN telecon next week, even if the workshop doesn't happen.

I didn't want to delay the release of the liaison communication--it is very important we have timely communications with the 3GPP RAN folks.

Regards,

Pat,

I would agree that the motion was not explicit in the costs or expectations that the EC were committing to.

Having a Face to Face conversation, left me with more information and direction from the Chair.

Regards,

Jon

It sounds like it is a moot point at the moment because they aren’t going to accept the invitation.

However, for the future, if a motion commits us to spending funds (e.g. making an offer to host something), I think the motion should make clear that what amount we are committing to by approving the motion.

Pat

Hi Pat,

Your questions are a subset that I required from Paul and Steve prior to the motion.

Since the motion, my understanding is that the 3GPP folks think it is too close to schedule,

but Steve can confirm or deny that.

The answers that I had received on your specific questions are as follows:

The room block is sold out for Wednesday night so is there a plan for attendee rooms for non-802 workshop participants?

jwr: The room block is constantly being monitored, and I believe we have added rooms enough for the pending attendees (and had requested an extra 30 just in case for the workshop).

Is there a meeting room available?

jwr: A meeting room was being allocated - we believed it would work.

Who is paying for the Workshop?

jwr: 802

Will there be a fee for non-IEEE 802 workshop attendees or is it proposed to fund it from one of the treasuries?

jwr: The plan was that there would be a registration for a badge, but 802 would would cover the cost for the F&B and meeting space

How many people not registered for IEEE 802 do you expect?

jwr: I was told to expect an extra 30 people.

My current understanding is that workshop may be held at a later time.

Steve, would you confirm?

Thanks,

Jon

IEEE 802 Executive Secretary

Sorry, I was distracted by the IEEE 802.1 and 802.3 interim and didn’t see this motion in time to vote on it.

Since the liaison offers to have a Workshop during Thursday of the plenary, I’d like to understand the planed logistics for that.

EC,

I would like to thank the EC members for voting so quickly on this motion.  The motion requires a 2/3 approval rate.  I believe I can now declare the motion closed since 11 member have voted APP.  So the current approval rate is 11/15 = 73%.   Here are the results of the ballot.

Subject: [802SEC] +++ 10-day EC Email Ballot +++ Approval of Liaison to 3GPP +++ Early Close

Dear EC Members,

Paul has delegated the conduct of the EC electronic ballot on the following motion to me.

======

Background

At the May IEEE 802 meeting the attached liaison was approved by a vote of 16/0/0. Where all 802 members in the room were permitted to vote.  There were only two 802.19 WG members in the room (other than the chair) at the time of the vote and they both voted in favor of the motion.

Since this is a liaison to an external body it requires a 2/3 approval rate, as per section 8.1.1 of the operations manual.

We would like to complete this ballot in time for Paul to send it to 3GPP prior to the RAN1 meeting which begins on May 25, so I am declaring an early close (see below).

Regards,

Steve

======

Motion

Approve the attached liaison (document: “3GPP May 2015 Liaison”) from IEEE 802 to 3GPP

Move: Steve Shellhammer

Second: Bob Heile

Start of ballot: Friday May 15, 2015

Close of ballot: Monday May 25, 2015 11:59PM AOE

Early close: As required in subclause 4.1.2 'Voting rules' of the IEEE 802 LAN/MAN Standards Committee (LMSC) Operations Manual, this is notice that, to ensure the release is provided in a timely manner, this ballot may close early once sufficient responses are received to clearly decide a matter.
