I just went over this with David Law.  He found the SASB Ops Man text I tried but failed to find that describes a Corrigendum.  It allows editorial corrections.  So, from my perspective, the PAR form page is in error and the Title and Scope should be acceptable.  David also noted to me that you have recently published documents with similar title.

Though I don’t personally agree with exclusion of editorial changes from a corrigendum and am not all that current about how close this is enforced, I know in the past I was forced to do amendmentsrather than corrigenda because of this limitation to “technical corrections”.

Both the title and scope raise a red flag by mentioning editorial changes, but better to get this right early than to get hit later.
