[802SEC] 802.15.4 Revision PAR

Hi All-

This is a maintenance PAR hence no CSD. Since the PAR was done I am 
circulating it now rather than under the 48 hour rule.  Even though we just 
completed a revision to 15.4 in 2015, we feel we should get the next 
revision started.  We already have 4 completed amendments against 2015 and 
expect to have 2 more shortly.  We also continue to find mistakes and 
inconsistencies which should be cleaned up.  There are no technical changes 
to the scope etc, other than cleaning up a couple of typos and using proper 
reference to License Exempt bands (it was License Free)).  The PAR can
