Re: [802SEC] +++ ECM +++ WP5A and WP5C Motions

It's little difficult to cast a ballot when three motions are entangled in a single email. I hope we avoid that in the future. Here goes:

(1) “Approve document 18-17/54r0 and its cover letter in 18-17/57r1 as communication to ITU-R WP5C, granting the Technical Liaison to ITU-R and IEEE LMSC chair (or his delegate) editorial license, and submittal to the appropriate WPs on or before May 10, 2017. This approval is under LMSC OM “Procedure for communication with government bodies”’.”

Disapprove. I had requested that the motion be on a single document, not on a pair to be merged. Sometimes the merger can be ambiguous. This one is a good example. The "cover letter" is the body contribution; it should apparently convey 18-17/54r0 and inform the recipient (WP 5C, it seems) of what 18-17/54r0 represents and how it is to be considered. However, the cover letter makes no reference to 18-17/54r0 whatsoever. In fact, the language of the cover letter is contradictory; it says that it "proposes the additions and changes to the NEW REPORT ITU-R F.[300GHz_FS_CHAR] attached in annex 3." But annex 3 is not an attachment but a URL, and that URL is NOT to 18-17/54r0 but to a different document (15-17-0181-02). Therefore, I can't tell which document is even up for approval in the motion.

(2) “Approve document 18-17/55r0 and its cover letter in 18-17/56r1 as communication to ITU-R WP5A, granting the Technical Liaison to ITU-R and IEEE LMSC chair (or his delegate) editorial license, and submittal to the appropriate WPs on or before May 10, 2017. This approval is under LMSC OM “Procedure for communication with government bodies”.”

This approval is under LMSC OM “Procedure for communication with government bodies”.”

Disapprove. The text of the contribution in all caps ("WORKING DOCUMENT TOWARD A PRELIMINARY DRAFT REVISION OF RECOMMENDATION ITU-R M.2003-1") is, per the ITU-R template, the title of the contribution. This is not an acceptable title, since another document (namely, one under development in WP 5A) already uses that title. The text below, in boldface ("Multiple Gigabit Wireless Systems in frequencies around 60 GHz") would be a suitable title. Also, Annex 1 should be inserted into the contribution (typically by embedding), not incorporated by URL reference.

Dear EC Members:

 

Last Friday in the EC meeting, we discussed a number of documents approved by the 802.18 RR-TAG. As I stated at the time, when the EC was unable to come to an agreement of certain aspects of the motions, I would resubmit for EC ballot today. The revised motions, which now closely follow the suggestions of Roger Marks, are below.

 

I am the mover, and Adrian Stephens has offered to second each of them.

 

Paul has delegated the conduct of the EC electronic ballot on the following motion to me.
