[802SEC] IEEE P802.3 draft ICAID - IEEE 802.3 New Ethernet Applications Industry Connections Activity Initiation Document (ICAID)

In support of subclause 10.2 'IEEE 802 LMSC approval' of the LMSC Operations Manual please find below the required information in respect to the submission of the IEEE 802.3 New Ethernet Applications Industry Connections Activity Initiation Document (ICAID) for consideration at the November 2018 plenary.

[2] Explanatory background material:

Consensus building in IEEE 802.3 New Ethernet Applications Industry Connections Activity (NEA) has led to formation of IEEE 802.3 Study Groups including IEEE 802.3 Bidirectional 10 Gb/s and 25 Gb/s Optical access PHYs (Mar 18), IEEE 802.3 Bidirectional 50 Gb/s optical access PHYs (Jul 18) and IEEE 802.3 Ethernet access PMDs for central office consolidation (Jul 18). The draft IEEE 802.3 NEA annual report for the December 2018 ICCom meeting can be accessed at <http://www.ieee802.org/3/ad_hoc/ngrates/public/18_09/IC15-005_NEA_2018_Status%20Report_Nov18_draft_NEA.pdf>. The current two year charter of the IEEE 802.3 New Ethernet Applications Industry Connections Activity will however cease at the end of November 2018, yet additional work has been identified such second Ethernet Bandwidth Assessment activity. As there isn't a process to extend an Industry Connection activity a new ICAID has to be submitted to extend the activity.

[3] Status of the development of the ICAID:

The draft ICAID was approved by the IEEE 802.3 Working Group at its September 2018 interim meeting.
 
Since the submission deadline for the December ICCom meeting occurs prior to the date of the November IEEE 802 EC meeting, I will pre-submit this draft ICAID to ICCom on the understanding that:

[a] Any changes to the draft ICAID text resulting from the Plenary will be promptly communicated to the ICCom Administrator.
[b] Should the IEEE 802 LMSC Executive Committee not approve the submission, it will be removed from the ICCom agenda.
