To begin with the answer to your question(s) about the
constraints faced by university lecturers in the
developing world to successfully implement on line
learning (digital education, webbased teaching, etc)
and also what are the constraints facing the students
to make use of opportunities, I would ask you to

I personally had the opportunity to have last year my
summer intership there and I found out that they have
a lot of information resources on education from
everywhere in the world. They are specialized in
providing information on various fields to their
clients, but with more focus on education.
As an indication, you may ask them about schoolsonline
or the World Bank WorLD. I could have extended my
views on this topic, but the very first constraints
related to any on line activity (not only learning)
would not allow me to do so. These constraints are:
high cost of connectivity, constant failure of
connectitivy, abscence of Internet use.
Internet still remains in most developing countries an
opportunity that is given to only rich people or
institutions and organizations. Very few people do
access to email accounts or research on line. For
instance, most of the faculties in my country, Niger
are not connected to Internet and keep on making use
of the traditional way of sharing information. It's
hard to imagine the gap that exists between the
developed countries and the developing ones. It's just
huge and growing up higher and higher every day; this
is why I strongly believe that a plea should be
undertaken in this sense in order to stop or break
this gap.
