Subject: [IFETS-DISCUSSION:1260] (no subject)

I response to Jon Dron's musings about the difficulties and cultural
differences of trying to implement Distance learning in the developing
world, I think that rates an entire formal discussion, if we are ever to get
beyond mere lip sync on the Digital Divide Issues. He has targeted many of
the issues: telecommunications infrastructure, bandwidth, reliability of
power, cultural learning stles, lack of training in schools, cost, etc.
There are others: governments or ingrained powerful leaders feel threatened
by the impetus towards globalization that could threaten unique cultures,
the lack of a trained workforce to maintin and upgrade the hardware, even if
they had the equipment.

This issue is one dear to my heart. I have done preliminary research on the
situation in the Pacific Islands, called, "Digital Oceania" which will be
published electronically in the next issue of the U.S. Distance Learning's
journal at their website: www.usdla.org
