Certainly motivation is a key factor, and if you are looking at
post-compulsory education then we might expect /those/ students to be a
sub-set of distance learners with a similar set of motivations. But I think
we will be in trouble if we expect the same to be true of those still in
compulsory education when we try to apply ODL to them.
