Hi,
John Hickok of our university has been doing a lot of work with
knowledge
Objects. He might be a good person to discuss this with. I am copying
him on this response.

Mr. Nichols,
I am interested in the paper you mention below.
I am presently trying to get my head (and my manager's) around the idea
of learning objects and the creation of a learning object repository
that will be used within my organization and possibly made available to
others (for a fee or not). I am at the programming end, creating
demonstrations and interactions, using Macromedia Flash, that are
specifically designed for the textual content of high school math and
science lessons. My problem lies in reconciling the idea that a learning
object is supposed to be self-contained and reusable with the fact that
the same object must work with the specific equations and examples our
students are given.
As a programmer I think it makes a lot of sense to reuse source files
(code, images, etc) than it does to make an interactive piece generic
enough to be reused as is. The only other option is to package a whole
lesson or tutorial as a reusable component, but then clearly the extent
to which it can be reused is quite limited.
If your paper solves this conundrum, then please send me a copy. Any
other thoughts, links, resources you might suggest would also be greatly
appreciated.
Thank you.

Recently a colleague and I presented a paper on the contextualisation of
learning objects that may be helpful addressing some of your points...
available to anyone interested too (please contact me off list).
