I believe that multiple choice questions can be used to test for higher order thinking. And yes, it takes a lot of work to construct such questions. It can be done and they can be saved in an item bank and that will somewhat justify all the effort that must be expended to develop such questions. Here in the USA we tend to use multiple choice questions mainly to test for knowledge, understanding, and application, because of the requirements that, at least in standardized testing, questions must meet validity and reliability criteria. If one were not encumbered with this requirement,multiple choice questions that tested evaluative and judgmental and analytical abilities would be more prevalent.

I also like to use multiple answer questions and this has often been the solution to many testing problems. With computerized testing, the answers can be assigned various weights and scoring is easy.
