1 Welcome and Introduction of Members and Guests
Chairman John Carter called the meeting to order at 8:00 AM, on Monday, November 15, 2000, in Washington, DC. Seventeen (17) members attending. Chairman Carter welcomed the following:
a.) New SC-4 members: John Bonner, Entergy/Pilgrim Station.
b.) Alternates: Om Chopra, for Paul Gill
c.) Guests: None
2 Agenda Review
The agenda was reviewed and re-arrangements of the item schedule were made.
3 General Announcements
* IEEE continues to move to all electronic processing. A chat area is available to members at the IEEE web site.
* Ballot groups should be established with the IEEE office and used for all Standards balloting.
* IEEE is making an effort to list all WG members. Related to indemnification of standards participants. Much e-mail positions and discussion between IEEE members. Listing and amount of information to be resolved by Standards Board.
* Jerry Nicely will add a link to the SC-4 webpage to the Standards Association (SA) page.
* Again, SC-4 members, who are eligible, are encouraged to become Senior IEEE members.
* Reviewed recent IEEE "Standards Bearer".
4 Review of S00-01 Minutes: Following are corrections to the S00-01 minutes:
a) Page 2, Action item 306: corrected "Static" to "Nuclear Science".
b) Corrected spelling of "members", page 3, section 6.
c) Corrected date "3/8/00", page 4, section 11.
d) Correction to section 26: motion to adjourn was made by Jerry Nicely, seconded by John MacDonald.
Barry Skoras moved the Minutes be accepted as amended, seconded by Jerry Nicely. The motion was unanimously carried.
5 Membership Action Items
Following Action Items are closed: 287, 306, 312, 313, 314; with the following open and new:

6 Summary of NPEC Activities & NPEC Areas of Interest
Next NPEC meeting (N00-02) is scheduled for 11/16 & 17/00 in Washington, DC. A few items related to NPEC were discussed:
* NPEC to hold N01-01 in Stateline, NV, March 7, 2001. SC-4 acting as host/coordinator. Barry Skoras distributed information on the hotel arrangements.
* Jim Thomas has taken over as the NPEC Standards Coordinator, replacing Mark Zar.
* At N00-01, P765 was previewed by George Attarian and approved for Ballot.
* IEEE-572 has been re-affirmed.
* The IEEE Technical Council presently consists of 13 Committees (e.g. NPEC). They are studying a plan to go to 4 departments. Process tabled for now.
* Future PARS must contain a statement about the international use of IEEE Standards.
* Caution was raised on capability of third party dedication of digital equipment.
* Future NPEC meeting Schedule: (To be confirmed)

7 SC-4 Membership Up-date and Assignments
An ad-hoc group was formed to look into a paper on Load-Tap-Changers and possible future impact to IEEE-765. Jerry Nicley will be sending out a questionnaire. Group will select their chair and report back to SC-4 on plans.
The Membership Assignments are listed with Membership List on the SC-4 webpage.
Effective January 1, 2001, new Chair for SC-4 will be Barry Skoras. His appointment has been approved by the NPEC Chair, Brit Grim. John MacDonald will become Vice-Chair. Jerry Nicely takes over as Secretary and Harvey Leake will become the new alternate secretary.
Bob Daniels will be dropped from SC-4 due to lack of attendance.
SC-4 presently has 2 openings for new members. Possible candidates should be sent to the Chair, copy to the Secretary.
SC-4 expressed it’s appreciation to the following members for their contributions to SC-4:
* Jim Stoner, for his efforts to have IEEE-308 approved
* Jack Carter, for his 3 years as Chair of SC-4
* Jerry Nicely, for his efforts with the SC-4 webpage.

8 Status of Standards
WG 4.1, IEEE 308 "IEEE Standard Criteria for Class 1E Power Systems for Nuclear Power Generating Stations":
Jim Stoner: Standard was balloted following S00-02. WG to meet 11/16 to resolve ballot comments.
WG 4.2, IEEE 387 "IEEE Standard Criteria for Diesel-Generator Units Applied as Standby Power for Nuclear Power Generating Stations":
Paul Johnson: Standard balloted for re-affirmation.
WG 4.3, IEEE 317 "IEEE Standard for Electric Penetration Assemblies in Containment Structures for Nuclear Power Generating Stations":
John MacDonald: WG and SC-4 recommended Standard for re-affirmation. Will go to NPEC for approval to proceed to IEEE to form ballot pool and subsequent re-affirmation ballot.
WG 4.4, IEEE 1290 "Guide for MOV Motor Application, Protection, Control and Testing in Nuclear Power Generating Stations":
Roger Parker: Standard was re-affirmed by the IEEE Standards Board.
WG 4.6, IEEE 765 "Preferred Power Supply for Nuclear Power Plants":
George Attarian: Standard was balloted. WG to meet to resolve comments and then re-circulate the Standard.
WG 4.7, IEEE 741 "IEEE Standard Criteria for the Protection of Class 1E Power Systems and Equipment in Nuclear Power Generating Stations":
John Kueck: Jerry Nicely reported no action is required at present.
WG 4.8 IEEE 833 "IEEE Recommended Practice for the Protection of Electric Equipment in Nuclear Power Generating Stations from Water Hazards":
Barry Skoras: Working with IEEE on formation of the ballot pool. Will then proceed to ballot.
WG 4.9, IEEE 628 "IEEE Standard Criteria for the Design, Installation and Qualification of Raceway for Class 1E Circuits in Nuclear Power Generating Stations":
John Carter: Standard was successfully re-circulated after resolution of negatives. Sent to IEEE Standards Board for approval. May be question due to classification balance of the ballot pool membership.
9 Presentations
Presentation on "FENOC Electrical Power Grid Stability", by Roger Parker
Roger presented a summary of the assessment on this subject at the three FENOC (First Energy Nuclear Operating Company) plant sites: Davis-Besse, Perry and Beaver Valley.
Presentation on S01-01 meeting arrangements, by Barry Skoras
Barry distributed information on the Embassy Suites meeting location, dates, contact numbers for the S01-01 meeting in Stateline, NV. SCs to meet on 3/5 and 3/6 AM; WGs on 3/6 PM; NPEC on 3/7.
Presentation on "Predicting Post-Trip Switchyard Voltage", by Harvey Leake
Harvey distributed a summary on this subject, with examples of the methodology used at Palo Verde.
10 SC-4 Webpage Update
Jerry Nicely up-dated members on current information to be found on the webpage.
11 Liaison Reports
Question of continuation of liaison reports was discussed. Concluded benefit is there and they should be continued.
SC-2 - Qualification:
G. Attarian is Liaison. Report summarized and submitted. Contact secretary if a copy is required.
SC-3 - Operations, Surveillance and Testing:
P. Gill is Liaison. Report reviewed by Om Chopra.
SC-6 - Safety Related Systems:
W. Mindick is Liaison. Report summarized and will be submitted via e-mail. Contact secretary if a copy is required
SC-7 - Human Factors and Control Facilities:
D. Goodney is Liaison. Report summarized and submitted. Contact secretary if a copy is required.
NRC
P. Gill is Liaison. Om Chopra reviewed the NRC report.
ED&PGC Station Design Subcommittee:
J. Stoner is the Liaison. Report summarized and submitted. Contact secretary if a copy is required.
12 Items of Interest - Membership Experiences Since Last Meeting
In a "Roundtable" format, SC-4 members attending reported on topics of interest to the group from their recent experiences at their company, plant or job function. Copies of the reports submitted to the secretary by 11/30/00 will be sent by the secretary to all SC-4 members. Should anyone need another hard copy, contact the secretary.

14 Adjournment
Chairman Carter gave a special thanks to the topic presenters for their contributions at S00-02.
