1 Welcome and Introduction of Members and Guests

Chairman Barry Skoras called the meeting to order at 8:00 AM, on Monday, March 5, 2001, in Stateline, NV. With nineteen (19) members attending. Chairman Skoras welcomed the following:

a.) New SC-4 members: John Pollock, David Sehi, Mike Tucker, and Tom McCaffrey.

b.) Alternates: Raj Patel for Roger Parker

c.) Guests: None

2 Agenda Review

The agenda was reviewed and re-arrangements of the item schedule were made.

3 General Announcements

  • Standards Development
  • IEEE web site on Standards Development a good source for policy and procedures. A link will be added to the SC-4 website.
  • Some training modules are also available on the IEEE site.
  • Standards Association membership is required to be able to ballot standards.
  • The IEEE site now includes a "members only" area.
  • George Attarian asked for assistance on the policy of resolving negative ballots. A discussion ensued on the subject and including coordination of ballots (do not need to specify on the PAR effective 1/1/2001), and forming a ballot pool, and on negative ballot resolution, which ballot population needs to be reballoted.
  • Ballot pools can not have more than 50% in the general interest group. No group can be greater than 50% of the pool.
  • John Carter volunteered to be the SC-4 "Standards Expert" whose role would be also to keep track of rules and by-law changes in the area of the standards development process.
  • Technical Presentations will be made at the NEI / INPO Grid Reliability Workshop, April 2 – 4, 2001 in Philadelphia, PA by three members of SC4. The NEI / INPO sponsored workshop is an effort to foster increased communication of grid reliability issues, activities, and lessons learned. The presentations are:
  • Application of degraded voltage relaying at Arizona Public Service, Harvey Leake
  • FirstEnergy Power Grid Stability Assessment for the Perry, Davis-Besse and Beaver Valley Nuclear Power Plants - Roger Parke
  • IEEE Standard 765, Standard for Preferred Power Supply for Nuclear Power Generating Stations, G. Attarian
  • John Carter was presented a plaque by Barry Skoras for his service as Chairman of SC-4 for the last 3 years.

4 Review of S00-02 Minutes: No comments

George Attarian moved the Minutes be accepted, seconded by Dale Goodney. The motion was unanimously carried.

5 Membership Action Items

Following Action Items are closed: 315, 317, 316. As an update to item 316 ( Attarian: Contact John Kueck regarding status of paper on "Risk Factors for Degraded Grid Voltage Relays") the paper has been in the review cycle by IEEE for approximately 1.5 years. IEEE has suggested giving the paper to NPEC to be reviewed. IEEE is having difficulty in getting adequate technical reviewers. Tom Sims gave some background on the process. Harvey Leake suggested to have SC-4 members be the reviewers. Tucker, Mindick, and Hara volunteered to be reviewers.

7 SC-4 Membership Up-date and Assignments

Pranab Guha has submitted his resignation from SC-4.

According to the SC-4 Operations Reference, SC-4 members must attend 3 out of 4 meetings.

Barry Skoras to contact J. Kueck, R. Weronick, and P. Szabados about SC-4 participation.

The following new members have no working group assignments: Bonner, McCaffrey, Bysfield, Sehi, Tucker. Bonner was assigned to IEEE 317 WG. Tucker was assigned to IEEE WG’s 387, 741, and 628.

Tom McCaffrey volunteered to be the liaison with SCC on Battery Standards.

Discussion was held concerning new member recommendation from John Carter for Wolfgang Michel, an NPEC member from Siemens AG of Germany. Due to travel constraints he would only be able to attend a maximum of one meeting a year if it coincides with the NPEC meeting. The SC-4 membership voted (18 affirmative) to extend Corresponding Membership to Mr. Michel. Barry Skoras to make extent offer to him during NPEC meeting.

John Carter said that Ijas Mand from Texas Utilities has expressed interest in SC-4 membership.

Ray Weronick recommended John Mallanda for membership. The SC-4 membership voted (19 affirmative) to extend membership to John.

8 Status of Standards

WG 4.1, IEEE 308 "IEEE Standard Criteria for Class 1E Power Systems for Nuclear Power Generating Stations":

This is a complete major revision. PAR has been approved. The standard has been balloted and comment resolution is complete. One negative ballot was received. Standard will be sent out for re-ballot before S01-02.

WG 4.2, IEEE 387 "IEEE Standard Criteria for Diesel-Generator Units Applied as Standby Power for Nuclear Power Generating Stations":

Last re-affirmed in 1995. The re-affirmation balloting is complete and are affirmative. The re-affirmation request has been submitted to IEEE Mar 01 RevCom.

WG 4.3, IEEE 317 "IEEE Standard for Electric Penetration Assemblies in Containment Structures for Nuclear Power Generating Stations":

Reaffirmed in 1996. No new issues to date. Must be either revised or reaffirmed by 2001. Working Group reformed to start re-affirmation process. Received permission for re-affirmation ballot.

WG 4.4, IEEE 1290 "Guide for MOV Motor Application, Protection, Control and Testing in Nuclear Power Generating Stations":

The standard has recently been re-affirmed in 2000. No action this period.

WG 4.6, IEEE 765 "Preferred Power Supply for Nuclear Power Plants":

Issued in 1995. Must be either revised or reaffirmed by 2000. PAR has been approved. Standard revision by the Working Group is complete and has been presented to the subcommittee to establish "Guidelines for Offsite Power Reliability in a Deregulated Environment". The revision has been balloted and in the process of comment resolution. All comments resolved. Ready for re-balloting.

WG 4.7, IEEE 741 "IEEE Standard Criteria for the Protection of Class 1E Power Systems and Equipment in Nuclear Power Generating Stations":

Issued in 1997. No new issues to date. Must be either revised or reaffirmed by 2002. In process of publishing IEEE paper on the industry issues surrounding degraded voltage relaying schemes. Need PAR by S01-02.

WG 4.8 IEEE 833 "IEEE Recommended Practice for the Protection of Electric Equipment in Nuclear Power Generating Stations from Water Hazards":

Reaffirmed in 1994. The standard is currently in revision to address new outstanding issues. Was previewed to NPEC at N00-1. The revision is ready to ballot. Ballot pool needs forming.

WG 4.9, IEEE 628 "IEEE Standard Criteria for the Design, Installation and Qualification of Raceway for Class 1E Circuits in Nuclear Power Generating Stations":

A revision has been balloted and approved by IEEE RevCom and IEEE Standards board.

9 Presentations

Technical Presentations were made by six SC-4 Members. These presentations generated lively discussions and were timely, given the industry activity on the impact of the offsite power grids on nuclear units. The presentations were:

12 Items of Interest - Membership Experiences Since Last Meeting

In a "Roundtable" format, SC-4 members attending reported on topics of interest to the group from their recent experiences at their company, plant or job function. Copies of the reports submitted to the secretary by March 19th will be sent by the secretary to all SC-4 members. Should anyone need another hard copy, contact the secretary.

S02-01: Spring, 2002. May be with NPEC, in SC.

S02-02: Fall, 2002, TBD (NPEC planning for Monterrey, CA).
