1 Welcome and Introduction of Members and Guests
Chairman Barry Skoras called the meeting to order at 8:00 AM, on Monday, October 8th, 2001, in Clearwater Beach, FL., with twelve (12) members attending. Chairman Skoras welcomed one visitor, Bob Fletcher from Duke Engineering.
2 Agenda Review
The agenda was reviewed and re-arrangements of the item schedule were made.
3 General Announcements
Standards Development - All new standards will have an IEEE disclaimer statement placed on them.
Chairman Skoras thanked SC-4 members who made technical presentations at the NEI / INPO Grid Reliability Workshop, April 2 4, 2001 in Philadelphia, PA. The following presentations were made:
Application of degraded voltage relaying at Arizona Public Service, Harvey Leake
FirstEnergy Power Grid Stability Assessment for the Perry, Davis-Besse and Beaver Valley Nuclear Power Plants - Roger Parker
IEEE Standard 765, Standard for Preferred Power Supply for Nuclear Power Generating Stations, George Attarian.
There were some comments noted on the 2002 PES Organizational Manual sent out for review. Only WG chairs are now listed, not individual WG members. Also, in each of the subcommittees scope the following wording is given: "advancement of nuclear engineering with students and educational institutions." There was some discussion to what that really means and should SC-4 be doing something is this area. Chairman Skoras will comment to Neil Smith about the statement.
SC-4 was requested by S. Aggrawal to review the IAEA Safety Standard on Emergency Power Systems at NPS. Selected SC-4 members were asked to review and provide comments for SC-4. The secretary will send a copy of the standard to SC-4 members for information.
4 Review of S01-01 Minutes:
Minor editorial comments were noted. Jim Stoner moved the Minutes be accepted, seconded by John McDonald. The motion was unanimously carried.

6 Summary of NPEC Activities & NPEC Areas of Interest
Future meetings are as follows: N01-02 is scheduled for San Diego, CA. Subcommittees will meet on November 5th and morning of the 6th. AdCom will meet on the afternoon of November 6th. NPEC general meeting will be November 7th. N02-01 in Las Vegas, NV. N02-02 in Monterrey, CA. N03-01 is open. N03-02 will be meeting with ANS. A few items related to the last NPEC meeting N01-01 were discussed by John Carter:
Prior to previewing draft standards to NPEC, the sponsoring subcommittee should approve, although not currently required in the Operations Manual.
There has been discussion on moving the NPEC meetings back to winter and summer, to prevent having them during plant outages in the spring and fall.
The hierarchy of the standards sponsored by NPEC have been developed and can be accessed on the NPEC website.
As part of burden reduction, each working group should review for reduction of unnecessary requirements and reflect that review in the PAR.
7 SC-4 Membership Up-date and Assignments
Al Wong has submitted his resignation from SC-4.
Barry Skoras to contact R. Weronick, P. Szabados, and A. Bysfield about continuing SC-4 participation. Contact C. Petrizzo to see if he wishes to remain as a corresponding member.
It was decided to send out a vote to the SC-4 to appoint R. Weronick as a corresponding member.
Barry Skoras contact and if interested in SC-4 membership, send resume of Bob Chaudhuri to SC-4 for review and recommendation for membership.
The following new members have no working group assignments: McCaffrey, Bysfield, Sehi.
John Carter said that Ijas Mand from Texas Utilities has expressed interest in SC-4 membership. J. Carter to contact Ijas Mand to see if he is interested in SC-4 membership.
Chairman Skoras recommended that each member apply for Senior IEEE membership.
8 Status of Standards
WG 4.1, IEEE 308 "IEEE Standard Criteria for Class 1E Power Systems for Nuclear Power Generating Stations":
This is a complete major revision. PAR has been approved. The standard has been balloted and comment resolution is complete. One negative ballot was received. Standard has been sent out for re-ballot and comments are due back 10/8/01.
WG 4.2, IEEE 387 "IEEE Standard Criteria for Diesel-Generator Units Applied as Standby Power for Nuclear Power Generating Stations":
The re-affirmation balloting is complete and are affirmative. The re-affirmation request was submitted and approved at the IEEE Mar 01 RevCom.
WG 4.3, IEEE 317 "IEEE Standard for Electric Penetration Assemblies in Containment Structures for Nuclear Power Generating Stations":
Electronic Re- Affirmation ballot was completed in October, 2001. Results were 1 negative and 2 with comments. The negative must be resolved prior to sending to standards board.
WG 4.4, IEEE 1290 "Guide for MOV Motor Application, Protection, Control and Testing in Nuclear Power Generating Stations":
The standard has recently been re-affirmed in 2000. No action this period. IEEE received a letter from F. Baxter concerning issues and comments on the standard. Comments are due back to IEEE by November 1, 2001. R. Parker to coordinate with F. Baxter on the concerns.
WG 4.6, IEEE 765 "Preferred Power Supply for Nuclear Power Plants":
The results of the recirculation ballot are 42 in the ballot pool, with 36 affirmative (2 of which had comments), 1 negative, and 0 abstain, i.e. 97% affirmative. All attempts to resolve the negative have failed. WG plans to resolve the remaining comments and submit to IEEE standard board with the 1 negative.
WG 4.7, IEEE 741 "IEEE Standard Criteria for the Protection of Class 1E Power Systems and Equipment in Nuclear Power Generating Stations":
Issued in 1997. No new issues to date. Must be either revised or reaffirmed by 2002. Re-affirmation process started in October, 2001. Balloting pool being established by IEEE.
WG 4.8 IEEE 833 "IEEE Recommended Practice for the Protection of Electric Equipment in Nuclear Power Generating Stations from Water Hazards":
Reaffirmed in 1994. The standard is currently in revision to address new outstanding issues. Was previewed to NPEC at N00-1. The revision is ready to ballot. Ballot pool needs forming.
WG 4.9, IEEE 628 "IEEE Standard Criteria for the Design, Installation and Qualification of Raceway for Class 1E Circuits in Nuclear Power Generating Stations":
A revision has been balloted and approved by IEEE RevCom and IEEE Standards board in March 2001.

12 Items of Interest - Membership Experiences Since Last Meeting
In a "Roundtable" format, SC-4 members attending reported on topics of interest to the group from their recent experiences at their company, plant or job function.
13 Future Meetings
S02-01: Spring, 2002. Will be meeting with NPEC in Las Vegas, NV. SC-4 will be meeting on March 11-12 (Monday-Tuesday). AdCom will meet Tuesday PM. A tour of Yucca Mountain is planned for Wednesday March 13, and the NPEC meeting is Thursday March 14.
