1). Welcome and Introduction of Members and Guests
Chairman John Carter called the meeting to order at 8:00 AM, Monday, March 9, 1998 at Stateline, NV.
Chairman Carter welcomed the following new member to SC-4:
Rich Ewing, Northeast Utilities - Millstone NPS
Bob Carruth, American Electric Power - D.C. Cook NPS
S.K. Mitra attended in place of Paul Gill, representing the NRC.
2). Agenda Review
The agenda was reviewed and the following changes were made:
a) Item 23 (SC-4 Web Page) was moved to before Item 10.
b) Request for interpretation to IEEE 308 added as Item 10a.
3). GENERAL ANNOUNCEMENTS
Chairman Carter announced that Peter Stevens had resigned as Chairman of SC-4 and will now be a corresponding member. Vice-Chairman Carter succeeded Mr. Stevens as Chairman, Barry Skoras is now Vice-Chair, John MacDonald is now Secretary.
4). Review S98-1 Minutes
The following are corrections to the S98-1 minutes:
a) Page 1, section 3, para. 1: replace the word "White" with "Technical".
b) Page 2, section 4, last para.: corrected J. Kueck with W. Boyer and B. Boyer with G. Attarian.
c) Page 4, section 7, para. 8: replace "5-6" with "5 to 6".
d) Page 9, section 20, para. 1, revised to read as follows:
SC-4 is developing "Technical Papers" on topics of interest. One paper was presented by J. O'Connor (CP&L) for George Attarian, "Molded Case Circuit Breaker Testing at Nuclear Plants". The draft of the technical paper as presented to SC-4 is in Appendix 13, SC-4 Technical Papers. After significant technical discussion, members were asked to provide comments to George Attarian.
e) Page 9, section 20, para. 2: replace "incorporated comments" with "received additional technical inputs".
f) Page 10, section 20, various, para.: replace "white" with "technical".
g) Page 13, section 24, para. 1: Add the word "information" before "survey".
General note: In the future, minutes should include either the resulting action or a conclusion for a given effort.
B. Boyer moved the Minutes be accepted as amended and G. Attarian seconded the motion. The motion was unanimously carried.
5). Membership Update
The SC-4 membership and mailing list was circulated for review and updating. The updates are reflected on the current Membership List (See SC-4 web page).
Due to job change, Glenn Manasco has resigned from SC-4.
Rich Ewing and Bob Carruth have accepted membership on SC-4. They will be added to the Membership List. Chairman Carter asked them to review and consider which WGs they maybe interested in for participation. Bob will participate on WG 4.6 for IEEE-765. Rich will discuss further with John Carter.
As noted at S97-2, every member on SC-4 is encouraged to obtain an IEEE alias for their e-mail address. The instructions for obtaining an alias are available on the IEEE homepage and the SC-4 homepage.
The NPEC home page is password protected. The user ID is "npec"; the 1998 password is "npec98". (note lower case)
Discussion was held regarding Corresponding Membership. Jim Stoner noted that any IEEE member can attend meetings, and that a Corresponding Member is one who can provide technical inputs and is not intended to be a voting member. Should be no impact to existing by-laws. Jim Stoner motioned to table Action Item 242 from S97-2 ("Obtain information on Corresponding Membership category") for a future meeting. Seconded by G. Attarian. Motion carried.
Jerry Nicely volunteered to be the new SC-4 alternate-secretary, unanimously voted in.
SC-4 membership is currently at 27 voting members. John Carter will contact Farouk Baxter, Tom Klein and Don Ranft to confirm their continued participation in SC-4.
6). Membership Assignments
The Membership Assignments are shown by the Membership List (see SC-4 webpage).
7). Summary of NPEC Activities
Chairman Carter reviewed the NPEC Meeting Minutes from N97-2.
Current officers for NPEC are: W. R. (Wes) Bowers, Chair; R.E. (Bob) Hall, Vice-Chair; B. P. (Brett) Grim, Secretary.
The Power Engineering Society (PES) is creating a PES engineering letter to get technical topics out quickly. This is part of PES review and is intended to have rapid distribution of short contributions in special areas of interest.
IEEE is moving on the open ballot process. Ballots are open to all IEEE members and Liaisons. Members must certify they wish to vote and that they are knowledgeable and understand the topics in the area (standard) being balloted. If you miss one ballot, then you will be dropped from that ballot pool. If you return the certification form, but indicate no interest in voting, you will still be in the pool for the future.
The WG Chairman will indicate to the IEEE who should be in the ballot pool. For example, for IEEE Std. 628 this was to be the working group, SC-4 and NPEC.
The IEEE has established a new "Standards Association" for balloting on Standards. If you want to vote on NPEC Standards, you will have to join. The catch is, there is a $10.00 fee to belong. NPEC did not like this concept, considering it a tax on volunteer members
NPEC continues to move to the World Wide Web. Jerry Nicely was credited for his efforts with the SC-4 webpage (the first one out of NPEC). NPEC will no longer distribute hard copies of the ADCOM or the meeting minutes. (see section 5 above for passwords to the NPEC webpage)
NPEC future meeting dates are:
N98-1 = 4/21-22/98 - Providence, RI
N98-2 = 11/9-13/98 - Toronto, Canada (Nuclear Science Symposium)
N99-1 = Open (note since S98-1, will be in Denver)
N99-2 = Open - Seattle, WA.
NPEC has dropped its liaison to the Switchgear Committee.
A PAR for IEEE 833 was presented at N98-1 (B. Skoras WG Chair).
A preview of IEEE 308 was given at N98-1. Due to comments, the process was pulled back, and SC-4 and the WG will reassess the standards position.
NPECs Operations Manual will be reviewed by the officers, and perhaps ANSI (OM should be available on the webpage for anyone wishing to comment).
NPEC wishes to have more awards activity for members, i.e. for Standards work or technical contributions.

SNPES will be in Albuquerque.
Bob Carruth commented on the NPEC discussion of IEEE Std 603 versus IEEE Std 279. There is concern in Industry over potential Regulatory interpretation of definitions, as applied to back-fits and on-going plant activities. Bob will send a copy of NEI comments to IEEE STD 603 for inclusion in the minutes. (sent with roundtable breifs, 3/98)
P628 and P928 are going to balloting.
NPEC is looking for papers for the San Diego meeting.
NPEC webpage has the WG memberships.
The Swedish Nuclear Inspectorate gave an informational presentation on cables.
IEEE Std. 323 is being balloted. Gary Toman is now Chair of SC-2.

9). NPEC Areas of Interes

At S98-1, SC-4 discussed two NPEC topics of interest:
NPEC wants sponsors of technical subjects at the IEEE Technical Sessions
Increased use of the World Wide Web.
S98-1 Agenda Item 23: "SC-4 Web Page", led by Jerry Nicely, was opened for discussion. Jerry described the contents of the SC-4 webpage, and how to access it. Right now, there is an Overview statement, and a members list, How far do we want to take the webpage? We could add items such as the meeting agenda, OPS manual, technical papers, SC-4 Standards schedule, WG members list, etc.
Jerry suggested: all members of SC-4 should have an IEEE alias, which provides an excellent e-mail forwarding service. See the IEEE Home Page for instructions on how to obtain.
NPEC has password control for its homepage. SC-4s webpage is linked to (through) NPEC. The IEEE has turned the webpage over to the user to maintain. Jerry has "FTP" access for changes, up-dates, etc.. The SC-4 secretary and alternate-secretary should be given the FTP training and access to the SC-4 webpage. Perhaps the WGs will want to develop "sub-pages" for their own use. The content of such pages and their creation will be discussed at a future meeting.
Jerry questioned if password control is needed for the SC-4 webpage, either on its own or thru NPEC since it is a public document. There may be IEEE or NPEC criteria. Jerry will investigate the legal aspects of this question with them, and whether or not a user could go directly to the SC-4 webpage.
Considerable discussion ensued over the use of the SC-4 webpage to assist the secretary in distributing information to the members. As a result of the discussion, future minutes will be re-structured, and as much as possible will be installed on the webpage. When possible, future minutes will be distributed only by posting to the SC-4 webpage. Following is a summary of the changes to the minutes:
« Appendix 1: Corrections and changes to the previous meetings agenda are noted in the minutes of the current meeting. It is not necessary to include a revised agenda for the last meeting.
« Appendix 2: The SC-4 membership list will be added to the SC-4 webpage, including Honorary members, Assignments, Categories and Action Items. Members will be advised via e-mail to check the webpage for their action items. The secretary will keep a hard copy for reference, up-dates and attendance check at the meetings.
« Appendix 3: Only open action items will be listed, as part of the meeting minutes, with a cross reference on the webpage, under the members listing.
« Appendix 4: The secretary will keep the attendance list, and have it available to officers and members at the meetings.
« Appendix 5: A WG activity list in the NPEC format, i.e. a list by the respective IEEE standard, will be developed and posted to the SC-4 webpage. The NPEC standards coordinator will need to be kept up-dated.
« Appendix 6: The secretary will keep a record of the Reptile fund, and have available for review by members at meetings.
« Appendix 7: The secretary will keep the hard copy of the WG and Liaison reports. Only a brief summary of the presentation will be part of the minutes, not copies.
« Appendix 8: SC-4 "Items of Interest" generated by members will be collected by the secretary, either at the meeting or by hard copy to his office, and will be sent to all members as soon as possible after the meeting. The minutes will only note the contributor and a few key words.
If possible, the text of the contribution might be added to the SC-4 webpage. However, this must be discussed at future meetings. There were concerns about the posting of company internal information to a "public" electronic location.
« Appendix 9: Forms will not be part of the minutes. Contact the secretary if needed.
« Appendices 10, 11, 12: These appendices will no longer be published with the minutes. Should special items need to be included and distributed to the members, they will be in the minutes, as directed by the officers or members.

10). WG 4.1, IEEE 308:
John Cater reported on the activity at NPEC, in H. Robinsons absence. A two (2) year extension was requested. NPEC gave permission to ballot. The WG/SC-4 will need to respond to comments received from NPEC.
The Request for Interpretation pertaining to the battery charger capacity must still be resolved. Bill Boyer lead the SC-4 discussion. The WG will need to develop an answer. As noted, other IEEE groups have definitions of this subject, SCC29 and IEEE 946, and some coordination will be needed.
The SC expressed its thanks to Bill for his leadership.
11). WG 4.2, IEEE 387: No activity.
12). WG 4.3, IEEE 317: No activity.
13). WG 4.4, IEEE 1290: No activity.
14). WG 4.6, IEEE 765: No activity.
George Attarian reported the WG is starting the review process for next reaffirmation or revision, and were planning to have a WG meeting on 3/10/98.
15). WG 4.7 IEEE 741: No activity.
16). WG 4.8 IEEE 833:
WG met at S97-2. The PAR is expected to be completed at the 3/10/98 WG meeting and will be submitted to the NPEC standards coordinator. WG is reviewing industry data and is resolving NPEC and SC-4 comments for incorporation into the standard.
17). WG 4.9, IEEE 628:
John Carter reported. The standard was previewed at NPEC, and permission was received to ballot. The IEEE is confirming the ballot pool.
18). Technical Presentation
A presentation on de-regulation of the utility industry in California was made by Doug Stickney. Copies of Dougs handouts will be sent with the Roundtable distribution.
There may be a joint effort sponsored by NEI, IEEE and ANS to discuss grid reliability. John Carter will contact Wes Bower, NPEC Chair, and let Doug Stickney know of any possible organization.

19). Liaison Reports
SC-2 - Qualification: G. Attarian is Liaison. The SC met 11/97. Gary Toman is the new Chair. IEEE 323 is in general revision. Started PAR to revise IEEE 344, to incorporate qualification by operating experience. IEEE 383 submitted to NPEC.
SC-3 - Operations, Surveillance and Testing: P. Gill is Liaison. No report.
SC-6 - Safety Related Systems: W. Boyer is the Liaison. The SC met 10/97. IEEE 279 submitted to IEEE for ballot. IEEE 420 previewed at NPEC, comments received. IEEE 384 working on presentation to NRC to discuss previous issues related to RG1.75. IEEE 603 had negative ballots, being resolved.
SC-7 - Human Factors and Control Facilities: D. Goodney is Liaison. The SC met 10/97. Scott Malcolm is Chair. IEEE 845 previewed at NPEC. IEEE 1289 expects IEEE Standards Board approval 12/97. IEEE 1082 submitted to ADCOM for approval vote 12/97.
SC-8 - Quality Assurance:- F. Baxter is the Liaison. No report.
NRC: P. Gill is the Liaison. S. K. Mitra provided report for Paul. Comments were provided regarding the Maintenance Rule Implementation; License Renewal Rulemaking; Equipment Qualification; NRC Regulatory Activities. Copies of the Liaison report were distributed.
ED&PGC Station Design Subcommittee:
J. Stoner is the Liaison. The 1998 Winter Power Meeting is in Tampa, Fl.
Activities continued on P421.4, Preparation of Excitation system specifications; IEEE P958, Guide for Application of Frequency Controlled Adjustable Speed Drives; P690, Standard for Design and Installation of Cable Systems for Class 1E Circuits in Nuclear Power Generating Stations; P422, Design and Installation of Cable Systems in Nuclear Power Generating Stations.
P944 was completed, Recommended Practice for the Application and Testing of Interruptible Power Supplies for Power Generation Stations.
Activities started on P1501, Life Management of Electrical Equipment in Generating Stations.
20). Topics for SC-4 Papers
Following SC-4 technical papers are considered complete: Harmonics, by T, Sims; ISA Setpoint Calculation Methodology, by B. Boyer; Fiber Optic Penetrations, by J. MacDonald.
Following SC-4 technical papers are "open", for future discussion, up-date and finalization: Degraded Grid Voltage, by J. Kueck; Transmission System Analysis, by J. Nicely; Molded Case Circuit Breaker Testing, by G. Attarian.
Send electronic copies of the completed papers to Jerry Nicely, who will post them to the SC-4 webpage. Send the secretary a final copy for the SC-4 files.
21). Items of Interest - Membership Experiences Since Last Meeting
This is a brief synopsis of the topics discussed by the SC-4 members during the Round Table discussion. For more comprehensive coverage see the briefs sent after S98-1, or if needed, contact the secretary for a copy.
G. Attarian reported CP&L: Robinson plant, 1967 vintage, did an MOV inspection, accepted by the NRC; Brunswick set a new world record for continuous dual-unit operation of BWRs; is participating with EPRI to develop technical training modules; ran a motor basics course for engineers, taught by John Kueck of ORNL; did a self-assessment of Transmission/Nuclear plant switchyard activities.
Bill Boyer reported PECO: is investigating an issue with 480V MCCBs at Peach Bottom; performed an engineering analysis to determine the interaction of the EDG and a start-up transformer Load Tap Changer; has signed an agreement with Illinois Power to operate Clinton; is planning to increase the output of Limerick-1 by 40 MWe with new turbine rotors; starting a calculation database, "Passport"; did a presentation to the NRC on ISO power point (if a copy is desired, send Bill an e-mail); is working with Pennsylvania on asset write down and cost reductions.
John Carter reported Duke Engineering & Services: purchased the Nuclear Engineering Division of Yankee Atomic, 12-1-97. Several plants in New England are decommissioning. Massachusetts is progressing with utility deregulation. A severe ice storm caused considerable damage to transmission and distribution facilities in Canada and Maine.
Bob Carruth reported AEP: has both D.C. Cook unit in voluntary shutdown, since 9/97; is reviewing critical plant systems as part of an in-house licensing review; has combined the plant staff, the design group and other support operations near the D.C. Cook site; still plans to replace the steam generators on Unit-1.
Rich Ewing reported NEU: is expecting to get NRC approval to restart Millstone-3; may have to do some mods due to MOV torque calculation; is making the work environment more safety conscious; expects to have Millstone-2 restart in late summer; is undergoing inspection by Independent Contractors; is expending 300,000 man-hours for 50.54 review, with formal conference calls to the NRC (electrical issues are related to cable tray overfill, cable separation, ampacity, DC battery load flow calculations); is using Excel spreadsheets for EDG loading; is using "Passport" for calculation tracking. Raytheon and Stone & Webster are working at M-2 and M-3, with Southern Company also at M-3.
Paul Gill (by S. K. Mitra) reported the NRC: is investigating the reliability of power circuit breakers, starting at eight (8) plant (he will send list of plants); intends to address concerns due to deregulation effects on the electric grid reliability for off-site power to nuclear power plants; inspected 49 plants for the Maintenance Rule implementation, can visit the NRC homepage for details; 50.65 to be revised, approximately 4/98; may issue an Information Notice on electric connections, NUREG/CR-6412; developed a draft RG for license renewal application (see NRC Liaison Report sent with these minutes); Wyle to test cables as part of the EQ research program for low voltage and I&C cables.
Dale Goodney reported Niagra Mohawk: will be restructuring to meet NYs de-regulation requirements; has reviewed the EDG load sequencing at NMP2; had a severe ice storm, causing much damage and loss of power; has 2 independent off-site power sources for NMP1, discussed setup; is having problems with an old non-safety station battery; is experiencing good performance at both NMP1, 28 years old, and NMP2.
Paul Johnson reported Vermont Yankee: is running well, with a 95% capacity factor for 1997; will be doing significant torus improvements at their 20th refueling outage in March; is installing a generator No Load Disconnect Switch; had a problem with the 345KV circuit, related to the turbine stator coolant current/flow; is experiencing an intermittent ground on one of the startup transformers; participated in an ISO meeting about New England de-regulation; has to evaluate the sale of its off-site hydro power supply station to PG&E; continues to investigate cable separation.
Harvey Leake reported PVNGS: has worked on a fast bus transfer analysis for the reactor coolant pumps; is installing new GNB batteries, delayed due to QC issues; getting a new Steam Generator for Unit-2; is debating compliance with the regional grid coordinators request for testing to refine their grid model; is using a "diversity method" to calculate cable ampacity de-rating, NRC/Sandia has reviewed.
John MacDonald reported IST Conax Nuclear: was acquired by IST 7-28-97; supplied an electric penetration assembly with Optical Fibers to Wolf Creek NGS.
Jerry Nicely reported TVA: has 5 units on-line, and had 5 refueling outages in 1997; had an NRC Auxiliary Feedwater inspection at Sequoyah; is consolidating to ETAP calculation software for all plants; is doing a design change to replace the 4KV circuit breakers at Browns Ferry; is converting to new Integrated Technical Specifications at Browns Ferry; is changing out the MCC buckets at Sequoyah.
Tom Sims reported Southern Company: performed a Black Start assessment assuming all generation is lost; had a visit from the NRC at Vogtle. An IEEE working group is looking into the reissue of induction motor standard C50.41, there is an issue related to fast bus transfer. Tom asked about the MOV program mentioned at the last SC-4 meeting.
Barry Skoras reported PP&L: Susquehanna plants are running well; had an NRC Fire Protection Functional Inspection at SES; is working to resolve Thermo-Lag issues; is developing a plan to address calculation control issues; is replacing the security computer system; is restructuring to meet Pennsylvanias de-regulation requirements.
Doug Stickney reported SONGs: is having KVAR loading issues effecting the grid power factor; is having difficulty getting qualified engineers. Doug reported on ISO operation of the California Transmission Grid.
Jim Stoner reported Duke: has a switchyard coordinator; no EDG at Oconee, since this is also a fossil plant site, may change in the future; had some problems with timer relays; had two 500 KV reactor failure at McGuire; replaced Round Cell batteries at McGuire; replacing the security system at McGuire, Oconee and Catawba, one badge is used at all sites; converting their calculations at McGuire to ETAP, later will do the same at Catawba and Oconee; pursuing license renewal for Oconee.
Al Wong reported Diablo Canyon: had a general NRC design inspection; has found problems with the CFCU motors; has Unit-1 running well and is in a 35 day, $35M outage at Unit-2.
22). Future Meetings
S98-2 will be in Seattle, WA. The date of the meeting will be September 14 & 15, 1998. John MacDonald will make the hotel arrangements.
S99-1 location has not been decided. Tentative schedule was for mid-March, 1999. Suggested locations were San Antonio, TX; Phoenix, AZ; Charleston, SC; or New Orleans. The location will be finalized at S98-2.
For S99-2, suggested locations were: Chicago, IL; Cleveland, OH; Hilton Head, SC. Dates were not discussed. This will be developed further at S98-2.
