1 Welcome and Introduction of Members and Guests

Chairman John Carter called the meeting to order at 8:00 AM, Monday, March 22, 1999, in Denver, CO. Chairman Carter welcomed the following:

a.) Alternates for SC-4 members: Bill Mendick, PECO Energy for Bill Boyer; Kali Hara, SCE for Doug Stickney; Ohm Chopra, NRC for Paul Gill;

b.) Guests: John Gyrath, PECO Energy; Mike Smaga, Vermont Yankee; Bob Daniels, Duke Engineering & Services Co., Doug Amidon, Vermont Yankeee; S. K. Mitra, NRC.

2 Agenda Review

The agenda was reviewed and minor re-arrangement of the item schedule was made.

3 General Announcements

None.

4 Review S98-2 Minutes

The following are corrections to the S98-2 minutes:

a) Page 3, item 295, corrected spelling of "membership".

b) Page 5, section 7a, corrected ". . . discharge t the state . . ." , to ". . . discharge to the state . . ."

c) Page 6, section 11, corrected spelling of "Nicely"

d) Page 8, section 19, noted that John Kueck’s paper was published at the Nuclear Science Symposium.

Pete Szabados moved the Minutes be accepted as amended, seconded by Barry Skoras. The motion was unanimously carried.

5. Summary of NPEC Activities & NPEC Areas of Interest

John MacDonald reviewed the NPEC Meeting Minutes from N98-21, 11/98 in Toronto, Ontario, Canada (copies distributed, contact the secretary if a copy is needed).

John Carter reviewed the NPEC Meeting Minutes from N99-1, 3/99 in Denver, CO. A few points were:

Discussion of a Standards ballot pool. Non-IEEE members who participate in the WG have their opportunity as part of the WG; the next step could be for the SC to review, however the official ballot pool is NPEC. WG chair and/or the SC chair should interface with the IEEE to establish the ballot pool.

The PAR form is on the Internet. It can be downloaded in "TXT" in order to be able to use. John Carter can help to get it downloaded if needed. The "HTML" format is not useable.

6 Membership Up-date and Assignments

The SC-4 membership and mailing list was circulated for review and updating. The updates will be reflected on the current Membership List (See SC-4 web page). The IEEE Membership number will be added to the SC-4 list.

The Membership Assignments are shown by the Membership List (see SC-4 webpage).

Glenn Manasco has resigned from SC-4.

A motion was made by Barry Skoras, 2nd by Jerry Nicely, to amend the Operations Reference to cover "Corresponding Members" , with text as follows:

"Corresponding membership to the Sub-Committee may be offered to individuals to utilize the expertise of those who are not normally able to attend the SC-4 meetings. Corresponding members should participate in all SC-4 activities, but do not have any voting privilege. Corresponding members to SC-4 shall be appointed by the SC-4 Chairman, with the concurrence of the SC-4 membership; or by the NPEC Chairman with the concurrence of the SC-4 Chairman."

Motion carried 16 to 0. The OR will also be revised to number all paragraphs and make other minor corrections. John Carter will contact possible corresponding membership candidates.

7 WG 4.1, IEEE 308 "IEEE Standard Criteria for Class 1E Power Systems for Nuclear Power Generating Stations":

Jim Stoner reported a new PAR has been generated. WG plans to meet on 3/23/99 to resolve issues on the latest draft and comments from the NPEC preview.

8 WG 4.2, IEEE 387 "IEEE Standard Criteria for Diesel-Generator Units Applied as Standby Power for Nuclear Power Generating Stations":

Paul Johnson reported there has been no activity from the WG. The WG plans to have an organizational meeting on 3/23/99 to review the standard and see what issues might exist. He plans to proceed with re-affirmation and will investigate to see if a PAR is needed. Paul may attend an ASME meeting in June meeting related to DGS. ANS has stopped activity related to DG sub-systems.

9 WG 4.3, IEEE 317 "IEEE Standard for Electric Penetration Assemblies in Containment Structures for Nuclear Power Generating Stations":

John MacDonald reported there has been no activity from the WG. Contacting possible new members from Stone & Webster and Black & Veatch. Expect to begin reaffirmation process in 1999.

10 WG 4.4, IEEE 1290 "Guide for MOV Motor Application, Protection, Control and Testing in Nuclear Power Generating Stations":

Roger Parker reported there has been no activity from the WG. Some discussion of DC MOVs, which may become a Safety Related issue.

11 WG 4.6, IEEE 765 "Preferred Power Supply for Nuclear Power Plants":

Pete Szabados reported there has been no activity from the WG. The WG plans to have a meeting on 3/23/99. Due to changes in ownership of and service from off-site generation, the WG will be looking at the standard’s design criteria, to address power (voltage, reliability, etc.) from 3rd party sources. George Attarian is spearheading this effort and has a number of proposed changes for the WG’s review.

12 WG 4.7, IEEE 741 "IEEE Standard Criteria for the Protection of Class 1E Power Systems and Equipment in Nuclear Power Generating Stations":

Harvey Leake reported there has been no activity from the WG.

13 WG 4.8 IEEE 833 "IEEE Recommended Practice for the Protection of Electric Equipment in Nuclear Power Generating Stations from Water Hazards":

Barry Skoras reported the WG plans to meet on 3/23/99. Working on a revision to the standard and has had a PAR approved by the Standards Board, 12/98. Barry plans to post a draft of IEEE-833 to the SC-4 webpage, ask for comments from the SC-4 membership. He will notify the membership when it is available on the webpage. Three (3) weeks will be allotted for comment by SC-4. He plans to preview the standard at NPEC N99-2 and then go to ballot via the IEEE.

14 WG 4.9, IEEE 628 "IEEE Standard Criteria for the Design, Installation and Qualification of Raceway for Class 1E Circuits in Nuclear Power Generating Stations":

John Carter reported the standard was balloted , with six (6) negatives. The WG has addressed all but two (2) of the negatives. WG trying to resolve remaining negatives. If no resolution, will approach NPEC to go forward to the IEEE Stnadards Board as is. WG to meet 3/23/99.

15 Presentation on EPRI Training Programs, by Jerry Nicely

The EPRI representative canceled at the last minute. Jerry reviewed the EPRI presentation. EPRI has contracted with Duke Engineering Services to develop training modules, nuclear oriented. EPRI members can access the training on the EPRI website. Planning to have 100 to 110 modules, with 25 related to electrical.

16 Configuration Management

Paul Johnson and Mike Smaga had sent out a survey. Planning to summarize the response and will send out when available. Discussed possible need for configuration management (e.g. What should there be for electrical cables: database, sorting, cross-reference, who owns, who controls?).

A Task Force on Configuration Management of electrical and control calculations was established: Chair = Barry Skoras; members = Paul Johnson, Al Wong, Dale Goodney, Kali Hara, Tom Sims, Bob Daniels. At this point, the goal of the Task Force will be to develop an outline; ste a course of action; and establish a minimum calculation set (modeled on the TVA design standard).

Configuration Management will be kept as an Agenda item for the next meeting.

17 SC-4 Webpage, Jerry Nicely

Harvey Leake volunteered to be back-up to Jerry for webpage maintenance.

Jerry will add IEEE membership number and member’s assignments to the webpage data. If the WG membership lists are provided, Jerry will add to the webpage data. Jerry may be able to create a bulletin board for the posting of other information, such as NP LERs. The SC’s standards status will be added to the webpage, and coordinated with NPEC’s listings. An electronic version of the ballot form may be added to the webpage.

Harvey Leake can assist in converting any document to Adobe Acrobat for easy translation by Jerry to the webpage.

Reminder: all SC-4 members should get a free IEEE e-mail alias, and keep the alias current with the correct forwarding information.

18 Items of Interest - Membership Experiences Since Last Meeting

In a "Roundtable" format, SC-4 members attending reported on topics of interest to the group from their recent experiences at their company, plant or job function. Copies of the reports submitted to the secretary by 4/8/98 will be sent by the secretary to all SC-4 members. Should anyone need another hard copy, contact the secretary.

19 Computer Analysis of Emergency Diesel Generator Tests, Jerry Nicely

Jerry provided an extensive, well prepared presentation on EDG test. Several sets of papers were distributed.

20 Liaison Reports

SC-2 - Qualification:

G. Attarian is Liaison. No report

SC-3 - Operations, Surveillance and Testing:

P. Gill is Liaison (by Ohm Chopra). Did not meet recently. Plans to preview IEEE-1205 at NPEC.

SC-6 - Safety Related Systems:

W. Boyer is the Liaison. No report.

SC-7 - Human Factors and Control Facilities:

D. Goodney is Liaison. No report.

SC-8 - Quality Assurance:

F. Baxter is the Liaison. No report.

NRC:

P. Gill is the Liaison (by Ohm Chopra). Copies of the Liaison report were distributed, and will also be sent with the Roundtable report.

ED&PGC Station Design Subcommittee:

J. Stoner is the Liaison. Report submitted. Contact secretary if a copy is required.

Other liaison items of interest:

i.) When John Carter receives requests for coordination on ballots, i.e. C37.20.2.D7 and C37.20.3D15, he will e-mail the SC-4 membership for inputs.

ii.) Be sure that you vote whenever a ballot is received from the IEEE. Non-responsiveness will result in you being dropped from the ballot pool, and it is difficult to get back on the list.

iii.) Static Electric Symposium - with large sub-station transformers. SC-4 want to have coordination and review any drafts. There is an issue related to the development of a static charge, which could short out the transformer. Seems to be related to cold pumping of the transformer’s cooling oil, and is a time function.

iiii.) Technical Council on Dispersed Generation. This topic was given to SC-4 by NPEC. Tom Sims attended a meeting held at the Winter Power Meeting. Name of the group is changed to "Dispersed Resources". Plan to hold a panel session at a future PES meeting. Topic may not be of interest to SC-4. Tom will send the secretary the minutes of the meeting for distribution to the SC-4 members.

21 Future Meetings

Try to keep room costs down, members willing to pay for a conference room if it helps hold room rate down.

S99-2: Week of October 4th, New Orleans.

S00-1: Early April, with NPEC at Key Largo.

S00-2: October, potential sites: San Francisco, Myrtle Beach, Charleston.

22 Adjournment

A special thanks was given by the membership to Jerry Nicely for all his contributions at S99-1.

A motion to adjourn was made by Barry Skoras and seconded by Jerry Nicely. The motion was carried.
