1 Welcome and Introduction of Members and Guests

Chairman John Carter called the meeting to order at 8:00 AM, Monday, October 4, 1999, in New Orleans, LA. Chairman Carter welcomed the following:

a.) New SC-4 members: Bill Mindick, PECO Energy; Kali Hara, SCE; Bob Daniels, Duke Engineering.

b.) Alternates: Ohm Chopra, NRC for Paul Gill;

c.) Guests: none

2 Agenda Review

The agenda was reviewed and re-arrangements of the item schedule were made.

3 General Announcements

* Information from the IEEE regarding international contacts for PARS (etc.) may be obtained from Gary Johnson @ 925-423-8834.

* Jack Carter passed around a list of the hierarchy of SC-4’s Standards, submitted to NPEC, for review and comments.

* The IEEE has a contact for Standards layout in electronic format. Normal format is "Framemaker", but may be available in others. Contact Greg Kohn @ 732-562-3831, fax # 732-562-1571, e-mail = g.kohn@ieee.org.

* Pete Szabados sent a note telling of his eminent retirement from ConEd. Pete plans to continue with SC-4 membership.

4 Review S99-1 Minutes: Following are corrections to the S99-1 minutes:

a) Page 1, corrected spelling of "Mindick".

b) Page 5, corrected spelling of "Standards".

d) Page 7, item 18, 2nd para., corrected spelling of "Mindick"; deleted "(Pat Finerty)".

e) Page 7, item 19, revised "test" to "testing".

f) Page 7, item 20, noted that D. Goodney had submitted a liaison report for SC-7.

g) Page 8, item 20-iii, revised "Electric" to "Electrification".

h) Page 8, item 20, revised "iiii" to "iv".

Barry Skoras moved the Minutes be accepted as amended, seconded by Jim Stoner. The motion was unanimously carried.

4a Membership Action Items

Following Action Items are closed: 240, 268, 282, 299, 303, 304, 305, 308, with the following open and new:

5. Summary of NPEC Activities & NPEC Areas of Interest

Next NPEC meeting (N99-2) is scheduled for 10-26-99 in Seattle, WA. A few items related to NPEC were discussed:

SC-4 will hold S00-1 in Key Largo, FL (3/00) and S01-1 in Stateline, NV (3/01), both in conjunction with NPEC. SC-4 will "host" the Stateline meeting. NPEC still to decide where, and with whom, to hold N00-2.

New officers for NPEC are: Brit Grim (GE) Chair; Scott Malcolm (Ontario Power Generation) Vice-Chair; Neil Smith (Commonwealth Edison) Secretary.

To-date, there are no "areas of focus" for SC-4 as a result of NPEC’s self-assessment.

6 Membership Up-date and Assignments

The SC-4 membership and mailing list was circulated for review and updating. The updates will be reflected on the current Membership List (See SC-4 web page). Requested the IEEE Membership number again to be added to the SC-4 webpage list.

The Membership Assignments are listed with Membership List on the SC-4 webpage.

Discussion was held for possible corresponding members. Following suggestions were made: F. Baxter, J. Chiloyan, D. Ranft, L. Gonzalez, G. Manasco. A motion of recommendation was made by Barry Skoras, 2nd by Jerry Nicely, and passed unanimously.

SC-4 needs new members. Al Wong will contact PG & E, Jerry Nicely will contact VEPCO and Bob Carruth will contact AEP for possible candidates. Jack Carter will contact Neil Smith for possible participation from ComEd.

7 WG 4.1, IEEE 308 "IEEE Standard Criteria for Class 1E Power Systems for Nuclear Power Generating Stations":

Nothing to report.

8 WG 4.2, IEEE 387 "IEEE Standard Criteria for Diesel-Generator Units Applied as Standby Power for Nuclear Power Generating Stations":

Paul Johnson: WG had a meeting after S99-1. Reviewed the standard and recommended the Standard should be re-affirmed. Will contact NPEC standards coordinator.

9 WG 4.3, IEEE 317 "IEEE Standard for Electric Penetration Assemblies in Containment Structures for Nuclear Power Generating Stations":

John MacDonald: WG had a number of changes, loosing three existing members and adding four new members. New members are: Al Wong, Kali Hara, Bill Mindick and John Riley (of Black & Veatch). Will begin review for possible reaffirmation.

10 WG 4.4, IEEE 1290 "Guide for MOV Motor Application, Protection, Control and Testing in Nuclear Power Generating Stations":

Roger Parker: held short meeting at S99-1. Contacted IEEE to send out invitation to ballot, which was done. Roger will contact Mark Zar to establish the balloting pool.

11 WG 4.6, IEEE 765 "Preferred Power Supply for Nuclear Power Plants":

George Attarian: George will take over as WG Chair. Meeting held at S99-1. WG reviewing final comments to the Standard’s Annex.

12 WG 4.7, IEEE 741 "IEEE Standard Criteria for the Protection of Class 1E Power Systems and Equipment in Nuclear Power            Generating Stations":

Jerry Nicely reported there has been no activity from the WG.

13 WG 4.8 IEEE 833 "IEEE Recommended Practice for the Protection of Electric Equipment in Nuclear Power Generating Stations from Water Hazards":

Barry Skoras: meeting held at S99-1. Previous comments were resolved. Reformatting the Standard in accordance with the IEEE Standards Companion (no significant changes). Reviewed with SC-4 membership to have approval to preview at NPEC. Motion for approval by Barry Skoras, second by Jerry Nicely - unanimously passed. Roger Parker will preview at NPEC meeting 10-26-99

14 WG 4.9, IEEE 628 "IEEE Standard Criteria for the Design, Installation and Qualification of Raceway for Class 1E Circuits in Nuclear Power Generating Stations":

John Carter: continuing resolution of negative ballots. One remains. If no resolution, will go forward to the IEEE Standards Board as is with one negative.

15 Presentation on "Degraded Voltage Protection", by Harvey Leake

Harvey’s presentation and handout led to much active discussion. Mention was made of vacuum batteries, load-tap-changers and an Event at IP-2 where 1 EDG failed to load when 3 were activated.

16 Items of Interest - Membership Experiences Since Last Meeting

In a "Roundtable" format, SC-4 members attending reported on topics of interest to the group from their recent experiences at their company, plant or job function. Copies of the reports submitted to the secretary by 10/22/99 will be sent by the secretary to all SC-4 members. Should anyone need another hard copy, contact the secretary.

17 Liaison Reports

SC-2 - Qualification:

G. Attarian is Liaison. No report

SC-3 - Operations, Surveillance and Testing:

P. Gill is Liaison (by Ohm Chopra). No report.

SC-6 - Safety Related Systems:

W. Mindick is the Liaison. No report.

SC-7 - Human Factors and Control Facilities:

D. Goodney is Liaison. Report submitted. Planning "Human Factors Conference" for 2001. Contact secretary if a copy is required.

SC-8 - Quality Assurance:

Roger Parker will be the Liaison. No report.

NRC:

P. Gill is the Liaison (by Ohm Chopra). Copies of the Liaison report were distributed, and will also be sent with the Roundtable report.

ED&PGC Station Design Subcommittee:

J. Stoner is the Liaison. Report submitted. Contact secretary if a copy is required.

Other liaison items of interest:

i.) Jack Carter received request for coordination on Class 1E relays and will send e-mail to members asking for interest. Other documents SC-4 is currently reviewing may be assigned to WG Chairs to follow.

18 Presentation on NRC Current Topics, by Om Chopra

Om Chopra presented information on:

· New Reactor Oversight Process

· "Risk Informed" criteria, replacing SALP.

· License renewal

19 Presentation on "Technical Specification Changes", by Kali Hara

Kali presented on the process required to initiate a tech spec change on the EDGs at SONGS, which took two years form discovery pf the problem to change.

20 Configuration Management Task Force

Task Force held a meeting in Denver at S99-2. Considering a white paper on control of calculations. Jerry Nicely will send example of calculation design standard to Barry Skoras.

21 SC-4 Webpage, Jerry Nicely

Jerry Nicely undergoing software revision to his PC at TVA. When resolved, he will up-date the SC-4 webpage. Jerry noted that some utilities have a policy to keep safety-related software off the Internet.

Harvey Leake will get webpage passwords from Jerry Nicely to assist in maintenance of the SC-4 webpage maintenance.

Reminder: all SC-4 members should get a free IEEE e-mail alias, and keep the alias current with the correct forwarding information.

22 Future Meetings

S00-1: March 6 & 7, 2000, with NPEC, at Key Largo.

S00-2: October 2 & 3, San Francisco. Al Wong to investigate hotels.

S01-1: March, 2001, with NPEC. SC-4 to host.

S01-2: Fall, 2001. Location TBD.

23 Adjournment

A special thanks was given by the membership to Harvey Leake, Kali Hara and Om Chopra for their contributions at S99-2.

A motion to adjourn was made by Barry Skoras and seconded by Dale Goodney. The motion was carried.
