Darryl proposed using redeclared attributes in place of where clauses. He felt this moved constraints from logical rules to structural elements, and these are easier to represent and enforce in XML. This led to a general restructuring of the hierarchical element.

The group decided to apply Darryl's idea on a case-by-case basis.

In the restructuring of the hierarchical element, the group decided to change Action from being a primitive to being a hierarchical structure that also serves as a supertype to both Test and Repair. This change will need associated attributes to be updated.
