Having been involved in some of the e-mail discussion that has taken place on this subject I still believe that we have to qualify the units within test results to indicate what we measured. In my opinion "V" is not good enough when the measurement was really "Vrms". However, I don't think it would be wise to rely on "good engineering judgement", and therefore I would vote for Option 2 which as John points out still provides some level of standardisation.
