Minutes of IEEE SCC21 Distributed Resources (DR) Interconnection Work Groups (WG) P1547, P1589, P1608 and P1614: Meeting of June 4 – 7, 2002 — Held at The Lodge At Vail, Vail Colorado

1.0 Executive Summary:
Chair Richard (Dick) DeBlasio welcomed the attendees (Annex A). The two key activities pursued at the meeting were to (1) refine P1547 Draft 9 to complete a final draft (P1547 Draft 10) for IEEE ballot, and (2) pursue development of the new SCC21 DR interconnection standards projects: (a) P1589 Draft Standard For Conformance Test Procedures for Equipment Interconnecting Distributed Resources With Electric Power Systems, (b) P1608 Draft Application Guide for IEEE Std. 1547 Standard for Interconnecting Distributed Resources With Electric Power Systems, and, (c) P1614 Draft Guide for Monitoring, Information Exchange and Control of Distributed Resources Interconnected with Electric Power Systems (note: at the time of this meeting the P1614 PAR request was an agenda item for the IEEE Standards Boards June 2002 meeting where the P1614 project was formally approved by IEEE.) Attendees had the opportunity to sign up for participation in these SCC21 projects. Overall, there were approximately 85 participants who contributed to readying P1547 for ballot and discussing draft outlines and task activities for the additional DR interconnection standards.
The participants nearly unanimously agreed that the P1547 Draft 9 with refinements discussed at this meeting should be ready for IEEE ballot. To meet the December IEEE Standards Board action requires all ballot resolution and subsequent final paperwork to go to IEEE 40 days before their meeting, so that imposes the following draft timeline for ballot action.

The next SCC21 DR
Interconnection Work Groups meeting was tentatively identified for the week of October 8 – 10, 2002, likely in California. The meeting pattern for that next SCC21 DR interconnection standards development meeting was stated that the individual projects (P1589, P1608, and P1614) would sequentially meet for a day each, and nominally that the P1547 Work Group meeting would depend upon the ballot results, e.g., perhaps only the P1547 Writing Group and not the P1547 work group would meet to consider resolution of ballot comments.
Chair DeBlasio reported that he has initiated with IEEE getting the P1547, P1589, P1608, and P1614 projects designated under one IEEE "1547 Number Series,",e.g., P1547.1, P1547.2, etc.
Participants were invited to discuss with:
- Tom Key their interest in developing a standards project on a guide for equipment certification/lab accreditation.
- Joseph Debs their interest in proposed additional DR interconnection topics: "Networks; or Applications; or Impacts."

1.1 Meeting Objectives
The objectives were to determine from the participants whether or not P1547 Draft 9 was ready for IEEE ballot then if so, to complete its refinement to a final P1547/D10 for ballot, and, to proceed with developing the new SCC21 DR interconnection standards projects.
1.2 Meeting Agenda and Meeting Pattern
The meeting agenda was modified from the handout version dated 5/13/02 (Annex B). The meeting proceeded as follows:

- June 5, 2002: 8AM – 5PM -- P1547/D09 review and feedback
- June 5, 2002: 7PM – 9:30PM -- P1547 Writing Group revise and edit P1547/D09
- June 6, 2002: 8AM – 12:30PM -- P1608 and P1589 Meetings
- June 6, 2002: 1:15PM – 11:45PM -- P1547 Writing Group completed P1547/D10 wording
- June 7, 2002:
8AM – Noon -- P1614 Meeting; adjournment of general meetings.
1.4 Future Meetings
The next meeting of SCC21 DR
Interconnection Work Groups will likely be early October 2002 in California. The meeting pattern will be sequential meetings (likely a day each) for P1589, P1608, and P1614, with P1547 to be determined, contingent on ballot start and results. The following timeline was developed. The October 2002 dates and West Coast location are prime candidates (but not fixed); the January 2003 dates firm.

2.0 Opening of Meeting
The IEEE SCC21 and P1547 WG Chair Richard (Dick) DeBlasio welcomed the attendees. Dick introduced the project officers for the P1547, P1589, P1608, and P1614 projects (see sections below), and the P1547 Writing Group members (see agenda). He stated the P1614 project paperwork was on the IEEE Standards Board agenda for next week’s meeting, and its approval was expected. At Dick’s request, the new participants introduced themselves. Additionally, Dick requested that Steve Chalmers (PowerMark Corporation – PMC) also introduce himself since he and the PMC could be considered as a model/resource for consideration if participants would soon be looking at developing an IEEE guide for DR interconnection equipment certification and laboratory accreditation.
Dick introduced the meeting objectives, and stated we would be reformulating the P1547 ballot group starting in July targeting a P1547 ballot for late summer with the ballot period being 30 days. Early October was targeted for the next SCC21 DR interconnection meeting to potentially accommodate ballot comment resolution and based on the IEEE requiring 40 days in advance to receive ballot results for consideration at their IEEE Standards Board December meeting.
Dick reported he had recently participated in an Edison Electric Institute (EEI) meeting including general topics on DR such as FERC activities concerning distributed generation. Ensuing discussion included additional feedback on FERC, that FERC is staying focused on areas of rulemaking and agreement procedures, and their rulemaking tends to leave technical standards development to others such as IEEE, and that should make these technical requirements and testing activities all the more significant in relation to FERC. It was further indicated that any DOE feedback to FERC would be of a general nature.
2.1 Handouts and Meeting Approach including P1547 Draft 9 Background
Dick presented an overview of the agenda. Secretary Tom Basso discussed the handout materials: the agenda and the (i) SCC21 DR Stds. Development Status: June 2002 (Annex F) , and background information on P1589, P1608, and proposed P1614 projects (Annex F), (ii) P1547/Pre-Ballot-D09 draft standard, and (iii) P1547/Pre-Ballot Draft 9 Comments (compiled 6/3/02).
Tom briefly went over the Perspective on SCC21 DR Standards Development presentation. He stressed that the P1547 PreBallot-Draft 09 document was developed from draft 8 in consideration of the P1547 WG fundamental principles to state the mandatory, minimum functional technical requirements that are universally needed to help assure a technically sound interconnection, while recognizing that some comments and content on prior drafts go beyond these P1547 principles. The establishment of draft 9 included consideration of all the previous drafts ballot comments and the clause-by-clause review of draft 8 undertaken at our P1547 January 2002 meeting. That review provided recommendations to remove some draft 8 wording for other standards or for study, and, to reword the P1547 Draft 9 as mandatory requirements that are universally needed for interconnection. Since January 2002, the extended P1547 writing group had met three times to complete draft 9 for pre-ballot discussion.
3.0 SCC21 DR Interconnection WG Meetings
The P1547, P1608, P1589, and P1614 work groups met sequentially (see following subsections).
Prior to the separate WG meeting sessions, the following topics were discussed. Chair DeBlasio reported he had been approached to revisit additional new DR interconnection activities discussed at past P1547 meetings. Dick reiterated his commitment to these new topics, but that our primary focus remains to complete P1547 as an approved IEEE standard. The individuals noted under the bullet headings below had volunteered to be the lead contact at this time for gathering and coordinating feedback to Dick.
- "1547 Number Series." Chair DeBlasio reported that he has initiated with IEEE getting the DR interconnection draft standards projects designated under one IEEE "1547 Number Series" for P1547, P1589, P1608, and P1614, e.g., P1547.1, P1547.2, etc.
- "Proposed Draft Project on Certification Guide for DR Equipment/Lab Accreditation (Lead Contact, Tom Key). Chair Deblasio discussed that as P1547 and the additional DR interconnection projects are evolving, that he has been getting requests (including requests external to P1547 members) to consider establishing a PAR on equipment certification/lab accreditation. Dick introduced Tom Key who has been pursuing this in the past on a low-level basis since P1547 completion had priority (e.g., see past P1547 minutes since January 2001). Participants were invited to discuss with Tom Key their interest in a guide for equipment certification/lab accreditation for Tom’s compilation for Dick.
- "Proposed Additional DR Interconnection Topics: Networks; Applications; Impacts (Lead Contact, Joseph Debs)." Chair Dick Deblasio introduced Joseph Debs who had expressed a specific interest in pursuing ideas for an IEEE draft guide for DR on network grids. A participant recommended contacting R. (Bob) Landman who has professional interest in networks, in addition to all other current P1547 members (i.e., those not present). Participants were invited to discuss with Joseph Debs their interest in the above topics for Joseph’s compilation for Dick.
3.1 P1547 Work Group Meeting: P1547 Draft 9 Discussion
The P1547 Writing Group was invited by Chair DeBlasio to provide, if they wished, introductory comments on the perspective on the P1547 Draft 9 development. In general, the writing group individuals expressed their satisfaction that they thought this draft was almost ready to go to ballot.
Don Hornak identified a paper that he and Joe Chau have authored that might help understand the larger picture concerning interconnection requirements including those general requirements that are beyond the scope of P1547, e.g., equipment-specific and configuration-specific concerns, consideration of planning for the interconnection, designing the interconnection, constructing it, etc., including O&M of the interconnection over its life. Don has made this paper available to the P1547 WG (see file "disgen_interc2Hornak.pdf" posted at the P1547 WG members IEEE SCC21/P1547 password protected area).
Chair DeBlasio requested all attendees to express their comments on P1547 Draft 9, summarizing the comment intent, rationale, and proposed change (if applicable) in this open session, hear immediate feedback from the P1547 Writing Group and others, and then if the commenter wants to, provide the comment and recommended resolution in writing to the P1547 Secretary for consideration at this meeting’s writing group sessions. The attendees and P1547 Writing Group members were asked to personally discuss together, the attendee’s comments prior to the writing group sessions.
As examples, open discussion on P1547 Pre-Ballot Draft09 included the following general questions, concerns, and responses.
Question: Would a line-by-line review be done for changes from draft 8? Chair DeBlasio replied that was not necessary since draft 9 is a new draft (not a recirculation draft).
A participant stated that for establishing requirements, the point of common coupling (PCC) is arbitrary and inappropriate, especially for larger units; that P1547 is OK for smaller DR interconnection but for interconnecting larger DR an impact analysis must be required. The response(s) follow. It was brought out that the PCC is a defined point, and that the standard recognizes that the P1547 requirements do recognize that other points/locations are significant and are referred to in the standard. And, that requiring an impact analysis (being a process) as a universal mandatory P1547 requirement isn’t appropriate in P1547, but that "ruling parties" might try to address that. It was further brought up that not all issues that arise are appropriate for P1547, e.g., the Edison Electric Institute (EEI) performed a study that identified "29 interconnection issues" but that numerous of those are beyond the scope of P1547.
3. 2 P1589: Draft Standard For Conformance Test Procedures for Equipment Interconnecting Distributed Resources With Electric Power Systems
The background presentation on P1589 was made by Chair Jim Daley (Annex F). The P1589 minutes were provided by P1589 Secretary Ben Kroposki (Annex C). Participants had the opportunity to sign up for the work group. Highlights of the P1589 WG meeting included the following. Chair, Jim Daley announced that a small writing group of around 7 people would be formed to prepare the first draft. Plans are for the writing group to meet twice before the next work group meeting that will be one day during SCC21 DR interconnection meeting tentatively planned for October 8 – 10, 2002.
3.3 P1608: Draft Application Guide for IEEE Std. 1547 Standard for Interconnecting Distributed Resources With Electric Power Systems
The background presentation on P1608 was made by Chair N. R. (Dick) Friedman (Annex F). The P1608 minutes were provided by P1608 Secretary Tom Basso (Annex D). Participants had the opportunity to sign up for the work group. Highlights of the P1608 meeting included the following. Chair, Dick Friedman stated that he would organize the list of volunteers who signed up under the existing P1547 draft headings. Prior to next meeting, he will be contacting individuals to initiate P1608 work. The next P1608 work group meeting will likely be one day during SCC21 DR interconnection meeting tentatively planned for October 8 – 10, 2002.
3.4 P1614: Draft Guide for Monitoring, Information Exchange and Control of Distributed Resources Interconnected with Electric Power Systems
The background presentation on P1614 was made by Chair Frank Goodman (Annex F). The P1614 minutes were provided by P1614 Secretary Tom Basso (Annex E). Participants had the opportunity to sign up for the work group. Highlights of the meeting included the following. The objectives of this meeting were to discuss the baselines for P1614, so to have enough direction to start work and have some inputs prepared for the next meeting. Tentatively, that will be one day during October 8 – 10, 2002, most likely October 9, in California. Rob Wills volunteered to conduct an immediate one time email request of initial topics/issues/papers that P1614 members think would offer baseline starting points for general work group consideration, and to have that ready before the next P1614 meeting. The next P1614 work group meeting will likely be one day during SCC21 DR interconnection meeting tentatively planned for October 8 – 10, 2002.
4.0 Concluding Remarks
Chair DeBlasio asked the attendees whether or not they thought the P1547 Draft 9 as refined according to the proposed considerations discussed at this meeting should go to ballot. The attendees nearly unanimously agreed the refined draft should be balloted. 4.1 P1547 Future Actions. Chair DeBlasio summarized future actions for P1547 completion. The refined P1547 Draft 9 -- the completed P1547 Draft 10 - will be proofread, formatted and readied for IEEE ballot action, targeting the following timeline. To meet the December IEEE Standards Board action requires all ballot resolution and subsequent final paperwork to go to IEEE 40 days before their meeting.
