Called to order at 0830 on 21 Jan 98.
Ken Brooke called the meeting to order and reported that Dr. Karna
was unable to attend due to recent major surgery. The group wishes
Dr. Karna a speedy recovery.
Appproval of Minutes:
The minutes for the 30 Sep 97 meeting were posted since Oct 97 for
members to review. No corrections have been received.

Approval of Agenda:
The agenda
was loosely followed, with some rearrangement of presentation times made
to suit the presentors' schedules.
Committee Reports:
The committee discussed the subcommittee structure, and have proposed
a reorganization around the following new arrangement:

We will be using this subcommittee structure as our working organization
until our Chairperson approves or modifies it.
The point was made that we are a working group, and members are expected
to contribute through these subcommittees. The Subcommittee Chairpersons
were to recruit their membership and report their rosters.

A presentation was given regarding California Highway Patrol Computer-Aided
Dispatching System Internetworking by John Carr, of the California Highway
Patrol
An update on ALERT was given by Mike Ogden, Texas Transportation Institute
An overview of the The New York Incident Management System was given
by Ed Mark, NY DOT
The MayDay/IM Joint Workshop Issues & Actions presentation was
given by David Kelley, SAE
Ron Ice, National Architecture Team presented the Proposed
National ITS Architecture Changes from IEEE Incident Management.
Ron also provided a database of IM
information flows from the architecture.
Charles Berger made a presentation regarding Integrating
Related TMC-Related Standards Activities
David Kelley, IEEE Consultant reported on Coordination
and Cooperation Activities
Bob Gojonovich made a short presentation regarding the NENA
view of PSAP - ITS information flow. He also provided a list
of NENA
data elements.
The Data Dictionary Standard was handed out and Ken Brooke led a group
discussion on it, including the Data Registry; the standard is also
accessible through the working group private
area.
The Message Set Template Standard; also accessible through the
working group private
area, was handed out by Ken Brooke and discussed by the group
Sue Vogel & Trish Gerdon came from IEEE to make a presentation
on The Standards Association
Some time was spent discussing various aspects of scope of the working
group's work. This centered on the following subjects:
The new subcommittee Chairpersons then reported out regarding their recruitment
and work plans.
They accepted the following general duties:
1. Locating sources of data elements, messages, etc.
2. Interfacing with their community.
3. Reviewing draft documents and providing comments.
4. Determining user requirements of their community.
A report on the ITSA
Emergency Services Task Force Strategic Planning Group (of the Emergency
Services Committee) was made by Fred Cwik, ITSA
Ken Brooke then reviewed the open issues and action items. These
will be mostly disposed of via the email reflector between now and the
next meeting.
Issues
1. Incident Management Definition - traffic centric or highway
incident centric or public safety centric - scenario based?
2. Message Sets' relationship with National Architecture Information
Flows
3. Interoperability - with external systems, internal systems,
legacy systems
4. NCIC/FBI - data dictionary
5. Centers versus Systems - places versus subsystems versus collections
of functionality
Action Item Summary & Status:
1. Allied Agency interfaces - this is actually related to the
continuing architectural discussions, below.
2. Finish Architectural Discussions - in support of the block
update being done prior to the ITSA annual meeting.
3. Location Referencing concerns - John Lau will coordinate with
the LRMS task force.
4. Collect data elements from everywhere - Subcommittee Chairpersons
to funnel to our consultants.
