These are not minutes, but are brief notes of
the teleconference held October 19, 2004
at 11:00am CDT. Note this
teleconference was not a meeting so there were no
motions.
- Noted that
Pete Klammer compiled all of the comments into one spreadsheet and these were
posted on the private website the previous evening. A couple of format
improvements were suggested by Ian Piper who indicated he would send some
updates in the next day or two. Doug Fletcher to post after getting the
update.
- It was noted
we still need to pull all of the comments from the 5.0 draft together into one
spreadsheet and show the resolution. The information is posted on the
private web page, but it is contained in many different
spreadsheets.
- Rebecca
Mercuri indicated she had many comments, but had not submitted them yet.
(Things are getting busy with the upcoming election!)
- Concern was
expressed that the current draft is too design specific.
- Concern was
expressed that the current draft was too oriented to existing DRE
systems.
- It was felt
that non-DRE systems that are computer based were not covered well by the draft
standard. In fact, there were requirements that just did not make
sense.
- Concern was
expressed about future types of voting equipment that just don't fit well into
the draft standard.
- Changing the
structure of the document was discussed.
- Attributes
of voting equipment that could be used as a menu in the standard that matches
the requirements was expressed as a desired format. There was much
discussion on input, output, and what happens between the input and
output. It was noted that we should put together proposed menu items and
put these in writing.
- A new
reflector was requested in which ongoing email discussions could take place for
the proposed structure change to the draft standard. This activity does
not fall under any of the existing task groups. Doug Fletcher will work
with IEEE to establish the new reflector and send a request out for those
who want to be part of the reflector.
- Changed
teleconference meeting on Nov 19 to a physical meeting at IEEE HQ on Nov
18-19. Doug Fletcher to send an announcement on Oct 19 to meet the 30 day
notice requirement. It was felt we could make a lot of progress before Nov
18 via teleconferences and task groups and use the meeting to make the more
difficult changes (need many people to come to consensus) and to address the
structure changes to the draft. Specific issues to cover at the meeting
and have work done prior to the meeting: printer specifications, voter
verification, introduction in the standard with the needed
caveats.
- A
teleconference is to be set for Oct
26 at 11:00am CDT to go over the progress for the changes to the draft standard
structure.
