Why does it necessarily have to be automated?  In many jurisdictions,
a printed voter roll is signed by the voter, and then the voter is
given (often by another clerk) either a blank ballot or a token (such
as a smart card) enabling the voter to cast their ballot on some
machine.  The ballot or smart card specifies the precinct and (for a
primary) the party.

However, a computerized system does make sense for early voting.  The
problems identified with early voting in Florida do indicate that
some standards and testing is appropriate for such systems, although
that may be out of the scope of P1583.
