The attached PDF file contains the formal statement I
submitted to the EAC and TGDC regarding IEEE P1538
draft 5.3.2. I believe that some of its wording should be
considered for incorporation into the advisory statements being
drafted for Section 1.  As well, I hope that the concerns
I and others have raised in our formal comments will be
more appropriately addressed in the next version of the full
document.
