I spoke the other day with Susan Tatiner of IEEE (HQ/SA), and she said that
(contrary to what we had been led to believe in P1583), that it in fact IS common
practice to issue a component of a standard that is being worked on, if that
component is deemed acceptable by the group, and especially if the rest of
the standard is at a bit of a standstill.  I would urge Whitney to contact Susan
to see what the procedure is to release the component sections on voting
machine accessibility, and then she should request time on the agenda to
discuss this possibility.  It is certainly consistent with P1583's operations to
provide incorrect information to the working group members, so I would
suggest that those interested in other issues (such as public release of the
document) also pursue those matters with Susan toward (hopefully) a more
favorable outcome.
