The fact that several states in the USA now require a VVPAT is the reason
that IEEE-1583 is specifying standards for it; before such laws had begun
to be passed, IEEE-1583 would not consider a VVPAT. So, if you so
strongly dislike a VVPAT that you contend it should not even be an option
under 1583 (which is what I surmise you contend), then please lobby the
sundry legislatures in the USA to repeal these laws; you will have a
better chance succeeding in that than in convincing me or many others that
in a system the size of a DRE conforming to 1583, "software can be checked
100%".
