Barbara,
I think the ruling document here is the contract that the voting
jurisdiction signed with the equipment manufacturer.  The jurisdiction
is able to use the remedies available under the law, but may well find
that the California Secretary of State declaring an approved voting
system to not be acceptable does not fit in that category.  The vendor
acted in good faith and sold the system that was ordered.
