During the TG3 conference call, the proposed resolution to Comment# 82 was to not specify a keyboard layout format for some of those same reasons.  Shari was just trying to provide the TG3 group with an informational study that she knew might be useful to our discussion.  If there is overwhelming evidence of one keyboard format over the other, we may propose adding a footnote to the section to act as a guideline.

We should not be specifying design.  If there is no overwhelming & proven usability advantage of one keyboard format over the other, we should leave to the vendor as a marketing tool and not specifiy format in the standard.  For the voter, this is only used for write-in name designation so speed and efficiency of entry is not an issue.

Have all the display fields been locked in concrete yet? If not, would it be feasible to add a button to act as a switch? The default display could come up as "QWERTY", the button would offer the choices to switch between that and "Alphabetical" or "Dvorak DSK". The voter would then be able to select their preferred keyboard.

All - here is the paper reference that I mentioned on the con call today.

"Alphabetic vs. QWERTY Keyboard Layouts for Touch Screens: Hasn't Someone Already Done That?"
This study showed that non-typists did as well or better with a QWERTY keyboard layout than with an alphabetical keyboard layout.  The alphabetical layout may not offer much help even for non-typists, because, while users know the order of the alphabet, they are not familiar with how the letters will be distributed across rows on the keyboard.
