. If you move your suggested "Possible Ballot" for ballot, I will second it.
. It has the benefit that, if it passes, it cannot be objected to, since the criterion you propose exceeds that required by those favouring the "No" vote.

This seems to me to be a sensible suggestion.
Presumably something like this needs to be decided upon.
However, it does not seem to immediately address the problem of the position
of the SUMO - which is (IMHO) what is causing the disturbance. Maybe that
can be addressed in a subsequent ballot?

There has been uncertainty as to when an IEEE SUO working group ballot
should be carried/decided/approved.
The alternatives which have received the most attention are:
- a "YES" by a majority of all votes cast
(including any votes other than "YES" and "NO",
particularly "ABSTAIN")
is necessary and sufficient for a decision,
and alternately:
- a "YES" by a majority of all "YES" and "NO" votes cast
(excluding any votes other than "YES" and "NO")
is necessary and sufficient for a decision.
A yes vote on this ballot means that,
should this ballot be approved,
the first of the two above will be used
to decide future IEEE SUO working group ballots.
This ballot itself is to be decided under
the first of the two above.
