While a Chair does not participate in the merits of a debate of a motion (and Jim has not), according to Robert's the Chair is permitted to participate in appeals discussion. As usual, I'd request that you read Robert's.
And there are many reasons why the Chair would need to appeal a ruling (in contrast to a WG member) because there are a good number of IEEE issues that only affect chairs ... Jim has rightly framed one of these issues. If you were more familiar with the IEEE processes, you might understand this better.
