I can accept "declare" in place of "recognized".  The point being that the official status of the SUMO vote is that it failed and that its only status within the SUO WG is as a document that is "the work of the authors and not approved or otherwise endorsed by this working group. "

Whether or not I invalidated any of your points, the significant event was that the IEEE Corporate Governance Office and the IEEE-SA Board of Governors invalidated all of them.  An inconvenient thing to happen to one who poses as a expert in "the standards process".

I wouldn't say that the chair recognized that the vote failed, the chair was directed to declare (at least for now) that the vote has failed. It's pretty clear from Jim's appeal that he does not believe the vote has failed. As you can see from the P&Ps, etc., the vote has passed ... and I know that you can read the rules, too (so can everyone else) ... none of my points were invalidated by you. Unforuntately (for now), some of the key people at IEEE were unable to read the rules (or the statutes). Hopefully, this gets fixed soon.
