difficult to define. The distinction between legislation and negotiation is more
clear than a *practical* definition of negotiation. Specifically, item 5 of your
*answer* states:
Negotiate revisions and adjustments only if different systems make
contradictory claims about the canonical graphs.
Are differences between claims *systems make*
perceived (e.g., by the system? its creators? its users? or some combination
thereof) as a starting point for negotiation?
