I have not seen a note from you on this list before, so I am assuming
that you are relatively new to the WG. I do confess to taking some
pleasure in seeing that Frank's points were all denied by the highest
decision making authorities in the IEEE Standards Association.
I believe it is reasonable to point out the decisions of the Board of
Governors has some impact on Frank's stature as an expert in "the
standards process" - at least as it applies to this WG.. On many
occasions in the past Frank has posted his opinion of an issue before
this WG along with his assertion that those who have different views
are ignorant of "the standards process". He has gone to considerable
lengths to cite what he believes are his credentials and why we (the WG)
should follow his advice because of his assumed expertise. He has also
denigrated the knowledge and experience of many professional members of
the IEEE staff including the entire IEEE Corporate Governance Office,
the IEEE-SA Board of Governors and the legal counsels to both the IEEE
Institute and the IEEE Standards Association..
On all of the issues related to this WG that came before the IEEE
Corporate Governance Office and/or the IEEE-SA Board of Governors, the
BoG unanimously rejected Frank's positions. This should have some
significance to the WG when Frank asserts his expertise as a reason to
follow his advice.
I should add that while I did not attempt to hide my satisfaction with
the results, my remarks were not personal (in your note you said
personnel, I'm assuming that you intended to say personal) in the sense
of character, ethics, etc. but were citing facts that are significant to
this WG that point out errors in Frank's judgments of parliamentary
procedure as well as his inability to achieve the results he desired
within "the standards process".
