could build consensus?

Even W3C is short on that in spite of their visibility!
Is IEEE more "powerfull" ?
It's specially funny to expect that OpenCyc will "face off". Cyc will
not spare any efforts to doom SUMO if it conflicts with a Cyc offspring.
But anyway, that should not be very difficult.
