A face-off would probably be as simple as a majority focusing on
one document and ignoring the other, with the latter having no hope of
gaining majority approval to be forwarded for formal IEEE balloting.
If it did come down to a final vote, the group can only forward
one document, so one would win a majority vote and the other would be out
of luck. There would be no group criteria, only that of individual
voters.
