This kind of wrangling is incredible.  We are supposed to be doing our
best to produce a sound technical document.  But there is an enormous
amount of legalistic wrangling.

The simple reality is that May 25th was in the middle of the Memorial
Day weekend in the US, when large numbers of people are out of town
or otherwise engaged in activities other than reading email.  I myself
was occasionally checking my email, but I was also away until May 30th.
When I did get a chance to look at the material in some detail, I was
summarily informed by the chairman that it was too late to reconsider
the proposed ballot.

We are supposed to be working toward a consensus, which is being
rapidly destroyed by attempts to force votes through as quickly as
possible and then escalate any suggestion for reconsidering the votes
up to the highest levels short of the US Supreme Court.

This is no way to run a business, a standards activity, or a
scientific/engineering project.
