I can understand how from your perspective you may have these feelings. You
did not see any specific changes in wording being proposed, nor a response
from the motion's proposers to some of the issues that had been raised.

However, the fact that you are making these statements indicates you also
can understand how others may feel that the timeframe (a little more than a
week) was not adequate to discuss and agree on revisions to the ballot:
Several people had raised issues with the ballot, all discussions were
happening via email, and there was a holiday during this timeframe.

We are left with three options:

1) Proceed with the vote. If people are sufficiently unhappy with the
current wording of the motion, they may vote against it. If the motion
fails, a new motion can be introduced and another vote taken on it.

2) Allow the motion to be withdrawn and resubmitted with different wording
by its proposers, if they choose. Allow specified timeframes for discussion
and amendment of the new wording before balloting proceeds.

3) Make your own ruling that the chair may have acted in error in releasing
the ballot. On that basis, withdraw the ballot and announce more time for
discussion and potential amendment of it.

Regarding (2) and (3), it would be helpful to have responses from Pierluigi
and yourself very quickly, as to whether either of these courses can or will
be taken.
