In response to your options:
>1) Proceed with the vote. If people are sufficiently unhappy with the
current wording of the motion, they may vote against it. If the motion
fails, a new motion can be introduced and another vote taken on it.
JimS: I believe this is the only option permitted under Robert's Rules. I do not see this as a bad option. I have yet to see any proposed changes to the ballot question that Pierluigi wants to accept. But even he did want to make changes, I believe Robert's Rules requires us complete the current ballot.
>2) Allow the motion to be withdrawn and resubmitted with different wording
by its proposers, if they choose. Allow specified timeframes for discussion
and amendment of the new wording before balloting proceeds.
JimS: I believe this is not permitted under Robert's Rules. I believe that once a ballot is released, it belongs to the group, not the proposer.
>3) Make your own ruling that the chair may have acted in error in releasing
the ballot. On that basis, withdraw the ballot and announce more time for
discussion and potential amendment of it.
JimS: I believe Robert's Rules does not permit the cancelation of a Ballot because a some members feel it was released too soon. If a majority of voters don't like this ballot, they can vote NO and then it can be given futher review. (Option 1)
