This is a good question and it has exercised me.

You are right to note that a whole 4D person cannot owe another whole 4D
person money simpliciter - there needs to be something else.
My current thoughts are that one of the other things is the temporal part
you refer to - the state of owing (and being owed). It seems to me there is
a state of affairs which involves the whole 4D persons and these states. The
intentionality of the owing seems to me to argue for the involvement of the
whole 4D persons - though, I suppose, someone of a reductionist bent may be
able to argue them away.
The example was not meant to be exact. Another issue is skirted over is
that, it seems to me, if you bundle the 3D and 4D objects into the same
ontology, there will be two mirror worlds of objects that are not commected
by 'normal' relations. So, for example, a 3D person cannot 3D-world (though
occurent and having temporal parts) pay a 4d person.
