Yes and No. If we finalize a document that significantly departs
from the Project Authorization Request (PAR) Scope and Purpose, we'll
need to amend the PAR, but that's a mere formality at that stage, since
we would have already reached consensus on the document.
The three documents are close enough to the PAR to proceed within
the WG. Yes, we could draft 3 new PARa for each document, but that would
serve little purpose. The 3 docs should attempt to progress and build
consensus. That's the real objective.
