Matthew,

I find it ironic that your suggested starter content is for a process 
model, yet we have no process model in the SUO group to deal with your 
proposal!

Aldo de Moor (http://infolab.uvt.nl/people/ademoor) developed a 
distributed decentralized process model (RENIsys) for evaluating and 
producing shared work items. Perhaps that might serve as a starting 
point for the process of evaluating your starting point! :-)
