The key is in the statement: "...information is given well-defined meaning".
What was meant by the "information is given well-defined meaning", for what
entity was these definition intended?  What are the mechanisms exist that
allow the machine to understand information in context?  Just recently John
Sowa said (5/24/2004) "...categorization is highly context dependent" and so
is the meaning of the information. In other words the information has to be
well defined for a particular situation.  I think it is impossible to define
information for every particular satiation. Don't you think so?  So again
what are the mechanisms that will fill the gap between situation and
information in context to that situation?

For us to achieve the Semantic Web dream we must make the computer to
understand the situation and relevance of information (context) to this
situation.  So there is much work to be done. I cannot quantify it to be 80%
or 20%, but I do not think we are yet approaching the 50% mark.

I haven't time to respond in full to John and Frederick's comments
regarding the Semantic Web, but I feel compelled to point out that there
seem to be more than one definition of "Semantic Web" around these
parts. When I suggested it was 80% done I had something like the
following definition in mind:

"The Semantic Web is an extension of the current web in which
information is given well-defined meaning, better enabling computers and
people to work in cooperation." -- Tim Berners-Lee

The identifiers are in place, the languages have been developed and
tools are springing up all over the place. This extension is well on
it's way.
