Rather than seek to develop a "standard", perhaps the focus should be on
developing "common", useful ontology kernels / frameworks....

The onto-std list and the SUO list both started as projects to develop some
sort of standards, and they both became primarily discussion groups.
The ontolog group was started by some people at Mitre, and it has sponsored
some events at NIST and Mitre, and it has participation from NCOR (the
National Center for Ontological Research, not the National Conference on
Organized Resistance or the National Council on Ostepathic Research).
Various participants in these groups have been generating ontologies, but
there does not seem to be a convergence toward anything that could be called
a standard.
