I suppose you are right. The group's judgment needs to be reflected both in
the warning and in the decision to remove, which implies a vote in both
cases.
So, I still think we need to define the process a little better, making it
clear that only two votes are required, defining the time period for a
change of behavior, and the process for triggering both votes.
