I am going to support Matthew’s Guidelines proposal, a yes with comments vote on my part. Many of the larger working groups have adopted similar guidelines to help them manage their diverse work efforts. I concur with Matthew that the cost associated with the ISO/IEC Guide 2 makes that document unappealing for use by this IEEE group. And, at the level of process addressed by Matthew, I find it not all that useful.
When I review the IEEE guidelines as set forth in the IEEE Standards Companion, Matthew’s proposal is a reasonable local extension of those guidelines. It attends to the imperative principles of due process, consensus, openness, balance and right of appeal.
I do not want to convey an impression that the matters raised by Jim and others are unimportant. They are important but largely unrelated to the process by which we proceed in the early efforts to produce documents. Our lack of local process is evident in our seeming inability to move documents beyond initial consideration. As documents move beyond working group consideration into IEEE SA ballots, the formal procedures of IEEE will govern that part of the process.
