MW: Jim's interpretation of the ruling was that YES > NO + ABSTAIN,
which I'm sure most of us would be happy with. However, Bob claims
that this does not conform to the ruling, which says that a mojority
of voting members present is required. Further our ballots are
deemed to be letter ballots, so all voting members are deemed to be
present. On this basis the formula should be:
YES > NO + ABSTAIN + NO REPONSE + RESPONDED BUT DID NOT VOTE
If we act to manage the NO RESPONSE and DID NOT VOTE this won't
make much difference, but personally I am happy to adopt the hard
line rather than have repeated contention on votes where the
difference matters.
