P&P: Revision to proposed web site

Dear Colleagues,

Following comments on my original proposal I have made the following
changes for your consideration to the proposed SUO website at:

http://suo.ieee.org/newindex.html

- Removed the term "Work Programme"
- Added a "Progress" section to the front page noting and linking to
  the major contributions and decisions that have been made
- Updated the menu bar listing "Contributions" rather than "Work
  Programmes".
- About one third of the URL's were dead. I have updated or removed
  them.

Please take a look and come back to this list if you have any
further comments.
