Dear Jim,

That isn't what the policy says, or at least not how I read it:

"SUO WG voting members who do not acknowledge or cast a vote 
in 2 successive ballots shall be removed from the list of voting 
members. They will be informed of this action, provided they can 
be reached. Such individuals may immediately regain voting rights 
by making a request of the Chair."

My reading is that "if you do not acknowledge or if you do not
cast a vote ..."

Your interpretation seems to be: "If you do not either acknowledge
the ballot or cast a vote..."

The best that we have is an ambiguous policy, as our different
(reasonable) interpretations make clear.
