MEETING MINUTES for Kansas City, MO., August 4, 1997
The meeting was called to order at approximately 3:15 PM by the Interim Chair, Rick Redford, after adjournment of G-2.1.6 Video Compression and Processing Subcommittee, which ran seriously overtime. Jay Ballard, NBC, was appointed Secretary for the meeting. Those in attendance were:

Due to the lateness of the hour and considering the travel arrangements of certain members, approval of the minutes for the previous meeting on May 5 in Boulder, CO. was deferred, and item 11 of the agenda was immediately addressed.
Dan Baker presented the first draft of a proposed new standard on the measurement of jitter and wander for baseband analog or digital video (not bit-serial jitter). Terminology was first defined, including time-interval error, jitter, demarcation frequency, wander, frequency offset (ppm), drift rate, and instantaneous frequency offset. Next, clock extractor methods were reviewed, with emphasis on proper filtering.
Mr. Baker pointed out that there is no existing instrumentation to measure the three components of time-interval error (jitter, frequency offset, and drift rate). A previously distributed background paper was again distributed. Mr. Waschura (SyntheSys) asked how these parameters relate to SMPTE Std. 192, "Measurement Procedures in Bit-Serial Digital Interfaces." Mr. Fibush said that the standard had been devised by SMPTE as a needed adjunct of "SMPTE RP-184, "Measurement of Jitter in Bit-Serial Digital Interfaces," but could be supplanted by this proposed all-encompassing jitter/wander document.
Mr. Moore was then asked by the Chair to advise the Subcommittee on the progress of revision of Std. 205, "Measurement of Luminance Signal Levels." Mr. Moore stated that except for a cover letter and some revision to the interest categories for the balloting group, everything should be in order for the balloting to begin.
Mr. Redford noted that Mr. Meeker (chair of the working group on revision of Std. 206, "Measurement of Differential Phase and Differential Gain") had begun work on revising that standard, and was seeking comments from the other subcommittee participants. Mr. Baker is doing the same for Std. 511, "Measurement of Linear Waveform Distortion."
The meeting was then adjourned, whereupon further business of the G-2.1.6 Compression Measurement Subcommittee Resumed.
