    * work on section sequence
	- note that sections 1 - 3 are IEEE template
        - top down starting at section 4:

	  Barring a better proposal on how to proceed, I intend to go by level 1
	  sections and ask whether that section belongs where it is or which
	  section it should be displaced by. Once level 1 sections are settled,
	  I'll proceed with level 2, etc.
