CONSENSUS: remove "New Heading Level" and "New Chapter Headings" (columns B and C) for items to be dropped: rows 26, 28, 36-37, 41-43

CONSENSUS: substitute actual mappings for implied mappings: rows 73-76, 80-82, 87-89, 93-94, 108, 110

CONSENSUS: rows 2-14 are in the appropriate position and order (indicated by light green highlight)

CONSENSUS: order level 1 headings in STIL.4 program top-level-syntax sequence. To that end:
 * create a new tab worksheet based on Table G.1 "Skeleton Block Sequence" at Line 6409
 * in that worksheet:
    - move PatternBurst and PatternExec to before SoftbinDefs
    - delete everything following  TestProgram
